  1. Project: VTCVillage Tele Connect Mission of the Project: Assist rural students in enhancing their potential for employment and rural entrepreneurship by providing educational, informational and career guidance support. Sponsored by:Disha Sutra Foundation(a non-profit organization with a vision to make positive impact on development of rural India) Project Kickoff: November 2012

Project Outlines • Identify unprivileged students in the village • who can be groomed as potential catalyst for development of the village (Studying in 11th/ 12th/ UG/ PG courses or recently completed their study). • Find out most prominent local needs of the students of the village • Skill gap contributing to poor performance of rural students while competing with their urban counterparts e.g. English Speaking, job market awareness etc. • Identify 3-4 responsible senior persons/ teachers in the village • to manage local logistics, communal harmony & provide constructive suggestions for success of the project. • Establish video conferencing facilities in the village • Common hall/ room to accommodate 10-20 students preferably Gram Panchayat or School premises • A Personal Computer (Laptop with long battery backup & video conference software) • An internet modem and internet connection subscription preferably a wireless broadband with adequate network speed • A mini video projector (Low cost LED mini projector with reasonable resolution) Contd…

Project Outlines contd… • Approach SMEs (Subject Matter Experts- Experienced persons who can coach students) • who can donate their time in the field of education and career guidance to rural students thru video conferencing and occasional visits: • Coaching to students to improve their performance in English Speaking as well as conventional subjects like English, Maths, Physics, Chemistry, Biology (Only selective topics of common interest. Not aimed to replace conventional coaching) • Coaching and general guidance for competitive examinations (Only selective topics of common interest. Not aimed to replace conventional coaching) • General guidance for career selection, job search & job interviews or personality development • Approach Govt./Universities/Private institutions • for information delivery/ live discussions thru video conferencing that may help the mission. • Arrange presentation of pre-recorded sessions/ videos • motivational and inspirational content from internet search or public libraries • Set up a help line channel for rural students • Receive their ad-hoc general queries thru phone/email/website and channelize them to volunteer project partners for reply. • Collaborate with other NGOs/ Government departments working towards similar goals • Provide them access to Village Tele Connect facilities for maximizing the empowerment of rural students. • The method and extent of leveraging such institutions will be worked out in future.

  4. On-boarding process for each village • Introduce • One or more Project Partners will meet head of the village/ college principal in person, explain the project details and seek support in nominating few appropriate persons/ teachers to ensure success of the project. • Assess local needs • Project Partners will connect with senior persons/ teachers as well as cross section of students to assess local requirements and current priorities in the village. • Set up the Facilities • Project Partners will arrange to set up Village Tele Connect facilities using funds from the Foundation, select Sanchalak and connect him/ her to project coordinator and other project team members. • Start • The program in each village will usually commence with few face to face sessions on English Speaking imparted to enthusiastic participants on every Sunday. Slowly, frequency of weekly video conferencing sessions will be increased and face to face sessions will be reduced. At the same time, more topics of prime interest will be added as per local needs and requests.

Project Team • Project Director- Main trustee of Disha Sutra Foundation responsible for overall project execution. • Project partners- All trustees of Disha Sutra Foundation and other social activists interested in success of the project. Project partners will share the responsibilities to- • Monitor & ensure smooth project operations on regular basis and on-board new villages • Approach and connect with SMEs/ Government departments/ private institutions & Universities for donating their time and material in either face to face interactions or thru video conferencing • Project coordinator (Part-time paid service) accountable for all on-boarded villages for- • Maintaining project resource data : list of SMEs with their specialization, prioritized local needs of each village etc • Scheduling the video conferences, helping all Sanchalaksfor smooth conferencing experience & collecting the feedback • Managing helpline- Channelizing students’ questions to appropriate SMEs & follow up for responses • Searching appropriate government scheme details and general web content for offline presentations • Maintaining account of project related expenses & credits from the foundation • Technical Support Manager (Part-time paid service) accountable for all on-boarded villages for- • Hardware/software selection, procurement and remote technical support (laptop/data cards/projector/conferencing software etc) • Remote technical training of Sanchalaks for regular operations • Remote technical support to SMEs to ensure smooth delivery of their sessions. • Sanchalak(Volunteer with nominal honorarium)- A local person preferably a senior student/teacher responsible for- • Security, Operations and Logistics of the facility center including first level hardware support as per remote guidance from Technical Support Manager • Receiving and managing the funds for local operative/ maintenance expenses • Ensuring that no recording or copying of the content is done locally unless permitted by presenter/ content owner.

  6. Fund management • First year(~1 year from Nov 2012) expenses of the project have been fully committed by DishaSutra Foundation ( www.dishasutra.com ). • Foundation may seek public support for expenses for 2nd year and beyond. However, Foundation and Project partners will work together to explore making the project self-sufficient for funds required for maintenance and expansion in future years. • No fee or any kind of service charge will be collected from participating students or their parents.

  7. Future Projects of Disha Sutra Foundation… • FarmConnect: Connecting villagers with agriculture universities thru video conferencing to solve local farming problems • MediConnect: Connecting villagers with medical specialists thru video conferencing for tele consulting.
