  2. Settlement of Zuni vs. DOI • Formed a Tribal/BIA Workgroup to develop DCSC Policy (CSC Policy) • Policy completed and presented to ASIA in 2006 • ASIA approved/signed on March 8, 2006 • Implemented in FY 2007

  3. CSC Policy Includes: • Three Pools of CSF • Established Stable Recurring CSF for Tribal Contractors (no longer annual pro rata distribution) • Permanent Tribal/BIA CSC Workgroup

  4. Three CSC Pools • Pool One: Indian Self-Determination Funds (ISDF) – Start up and CSF for New 638 Contracts • Pool Two: Main Contract Support line item for the existing contracts (earmarked) • Pool Three: New Appropriations

  5. Stable CSF • Established recurring funding using actual FY 2006 Indirect Cost need • Paid full Indirect in FY 2007 • Paid DCSC for the first time @ 1.87% of need. (Based on Salaries) • Tribes will receive the same amount in FY 2008 and beyond unless new Approp. are available.

  6. CSC Workgroup • Established permanent Workgroup • Tribal Representative from all Regions • Tribal Representative from Self-Gov. • BIA Representative from Central Office • BIA Representative from Region Office • Representative from OSG

  7. CSC Workgroup Tasks • Meet at least once a year • Monitor implementation of the Policy • Make recommendation for modifications to Policy to the D-BIA and ASIA. • Current Issue: Timing of Start Up Distribution
