  2. Unit 1: What is government? • What is government? • Government is the structure of decision makers who make society’s rules about who gets what, when and how • Government’s decision makers have the power and authority to make the rules and enforce them

Unit 1: What is government? • Three ways governments start… • Evolutionary theory says that governments developed gradually, step-by-step starting with families, then clans, then tribes, then city states and finally states or nations • Force theory says that strong persons or groups conquered territories and made them submit to their will

  4. Unit 1: What is government? • Three ways governments start… • Social Contract theory says that people voluntarily agree with each other to create a government to give that government enough power to secure and protect (natural right, divine right and philosophers will be discussed later)

  5. Unit 1: What is government? • What is politics and how is it related to government? • Government makes decisions that affect how people live • But, people naturally disagree over what those decisions should be based on their beliefs, values and ideas about what society’s priorities should be

  6. Unit 1: What is government? • What is politics and how is it related to government? • These disagreements lead to social conflict • Therefore, politics can be defined as a way to resolve the social conflict over “who gets what, when and how” in our society
