Defence Use of the VLF, LF and MF Bands VLF Band communications with submerged submarines alternatives will diminish its use and importance LF Band air navigation (non-directional beacons) reducing importance but enduring tactical use MF Band fixed and deployable air navigation beacons fixed and mobile communications reducing importance but enduring tactical use

Defence Use of the HF Band Defence use of this band remains important for Defence & Wider National Security Communications strategic and contingency BLOS communications tactical comms for air, land and sea environments Specific allied interoperability requirements Radars Jindalee OTH radars conduct surveillance across the western and northern approaches to Australia Highly valued Band Enduring capability requirement for the ADF

Defence Use of the VHF Band A key band in support of military operations Communications tactical fixed and mobile communications interoperability with allies valued for its range and terrain characteristics Other uses navigation systems deployable air traffic control systems landing systems, sonobuoys etc Defence licences cluster at the ends of the band Importance of VHF to Defence will not diminish

Defence Use of the UHF Band The most important band in support of military operations Communications command and control fixed and mobile tactical communications (including SATCOM) key interoperability bands with allies key tactical data links Other uses radars (incl Airborne Early Warning and Control aircraft) navigation systems (incl satellite systems) landing systems, weapon & aircraft telemetry etc

    14. Defence Use of the SHF and EHF Bands Communications fixed and mobile core satellite systems aeronautical telemetry, unmanned aerial vehicles, weapon systems etc Radars fixed, deployable and mobile radars optimum radar band for weapon systems Importance to Defence will continue to increase

    15. What Drives Selection of Defence Spectrum? Spectrum allocations and licensing Sourcing of military equipment: mostly from ITU Regions 1 and 2 MOTS, COTS ADF acquisitions are small, no leverage over suppliers sophisticated system designs Interoperability within the Joint, WofG and Coalition environments

    16. Concluding Remarks Modern military operating concepts are based on intensive use of the spectrum. Trend is toward: Increasing military dependence on spectrum Increasing military spectrum demand Defence requires assured access to key parts of the spectrum to meet the roles assigned to it by Government for national security. Enhancements required in the way Defence manages spectrum Defence welcomes the opportunity to work with ACMA and key stakeholders
