The HIV/AIDS Situation in Zhejiang Province • From the year of 1985, when the first HIV case was diagnosed in Hangzhou, capital of Zhejiang province, up to the end of 2004, the cumulative number of reported HIV/AIDS cases is 852. Of them are there 140 AIDS cases and 75 of them have died. • The percentage of female cases is 20.7% and the ratio between male and female is 3.83 :1,the percentage of 20-39 years old cases is 75.93%; • The Injecting Drug Use (IDU) is the main transmission route with the percentage of 52.2%. sex transmission with 25.5% and blood transmission with 9.0%

The HIV/AIDS Situation in Hangzhou • The number of reported HIV/AIDS in 2004 was 85,which increased 51.79% compared with the year before. 10 of them were AIDS cases, increasing 5 more than that of the year before. The death number was 4,increasing 1 more than that of the year before. • Up to the end of 2004,the cumulative number of reported HIV/AIDS cases in Hangzhou city is 276, which accounts for 1/3 of Zhejiang province’s HIV/AIDS cases. Among them are there 22 AIDS,the registered death number is 19.

  11. Characteristics of the Epidemic • Proportion of IDU transmission declines, while that of sex rises by year, and sex may be the main route in the future; • Proportion of female infection increases rapidly; • Proportion of local resident rises rapidly too, and they are infected mainly by sex.

ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • An expanded surveillance network A relative complete surveillance has been established, covering hospital, CDC, police, judicature and blood station, etc. There are 41 HIV laboratories in Hangzhou, and the number will increase to the end of this year, for all hospitals above borough or county level must establish HIV laboratories. We have 2 sentinel surveillance sites for IDUs and STD patients respectively.

  13. ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • Occupational Exposure There have been 8 occupational exposure events, 4 persions took postexposure prophylaxis(PEP). No HIV positive is found up to now. We have PEP stored for 5 ccupational exposure events.

  14. ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • Voluntary testing and counselling service From September,2004, we provided voluntary testing and counseling services. Up to now, 508 were counseled, 454 were tested, and 2 of them were found positive.

  15. ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • Occupational Exposure There have been 8 occupational exposure events, 4 persions took postexposure prophylaxis(PEP). No HIV positive is found up to now. We have PEP stored for 5 ccupational exposure events.

  16. ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • Interventions aimed at men who have sex with men As of May, 2005, a total of 273 MSM were counseled and tested, 3 of them were screened positive, 2 were confirmed. 2 of HIV infection was found in gay bar, 1 in the bathhouse.

  17. ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • Methadone maintenance treatment (MMT) On June 26, 2005, Hangzhou methadone maintenance treatment clinic opened, as one of national experimental points.

  18. Outlook: future work • Training the government leaders and bosses of all entertainment and service trades; • Strengthening interventions to curb high-risk behavior ,such as 100% condom promotion, clean needle exchange; • Effective coordination between international and national efforts on HIV/AIDS.

ACCOMPLISHMENTS IN HIV/AIDSPREVENTION AND CARE • Free antiretroviral therapy (ART) According to “four frees and one care” policy, we have provided free antiretroviral therapy (ART) for 6 patients, other 5 patients were treated on their own or their working units. We have appointed a hospital for patients treatment.
