  16. How is the conflict between Arabs and Israelis over ownership of the land of Israel/Palestine impacted by two governments representing Palestinians? • As of 2009, two governments have represented Palestinians to the international community. One government is led by Hamas, who controls Gaza in the south. Another government is led by MahmoudAbbas, representing Palestinians in the West Bank and the Golan Heights in the northeast. Though complicated by two Palestinian governments, ownership of the land of Israel/Palestine among Palestinians who are Arabs and Israelis continues to be a central question in the Arab-Israeli conflict.
