Introduction • Public health focuses on the health of the population and the community as a whole by ensuring conditions that prevent diseases and injuries, and promoting optimum health. • Before 2001 and after 2004. • Public Health Information Network (PHIN) -an integrated healthcare and public health system using information effectively to advance population health and well-being.

Population Health and Meaningful Use • Meaningful Use Stage 1 2011-2013 • Public Health –providers must test one of:(Hospitals) Transmit required disease Electronic Laboratory Reports (ELR) using HL72.5.1 message and LOINC • Transmit syndromic public health reports using HL7 2.3.1 or 2.5.1 • Transmit immunization records to immunization registries using HL7 2.3.1 or 2.5.1 and • Population Health-Create registries of patients with similar conditions

Benefits • Harness resources for precise decision-making to help improve population and patient outcomes and reduce costs • Ensure organizational readiness and increase information to support mission • Enhance access to relevant, actionable information (e.g., reports and dashboards), • Monitor key performance indicators (KPIs), and make well-informed decisions.

Barriers • Some jurisdictions lack electronic laboratory reporting, syndromic surveillance, immunization registries • New standards (e.g., HL7 v.2.5.1 electronic laboratory reporting)Vocabularies, message structures, transport mechanisms not always defined • Need to migrate old PH systems to new standards • Need to migrate old data providers (old custom approaches) • Need to on-board new data providers • Manage impacts on workload and workflow • Few resources provided, declining budgets, workforce
