  2. Rackheath: the proposal The proposed site for Rackheath eco-community is in Broadland District. Thesite lies between the existing settlements of Rackheath, New Rackheath, and Salhouse, and would incorporate these areas, along with their industrial estates, into a larger urban settlement. It consists of land previously used as a SecondWorld War air base that has since been partly developed for industrial use,but mainly returned to farmland. It is primarily greenfield land. Barratt Homes and Building Partnerships Ltd are proposing to build an eco-community withapproximately 3,400 new homes, of which between 30 and 40 per cent would be affordable, including social rented homes and properties for low-cost ownership. Location of Rackheath • 5 MILES FROM Norwich city centre with good road and rail links in place • Close to Rackheath and Broadland Business parks, on the edge of Norwich, providing employment opportunities • Close to UEA Climatic Research Centre and well placed to collaborate with the university meaning that Rackheath has a realistic opportunity to become a benchmark scheme for future residential Eco-Communities • Also located in an area rich in natural building resources so reduces need for transporting aggregates • Natural heath lands can be fully restored to complement the development • Next to a disused/derelict airfield

  5. Eco-Communities will be low carbon developments promoting: • self-sustaining renewable energy production • efficient waste management and reduction • minimum transport emissions • highly efficient water usage

Housing and the built environment: well designed and built, featuring a quality-built and natural environment8.
