EV Infrastructure Development In Hong Kong “We got to start somewhere…” EV Charging Infrastructure development strategy: Standard Charger Trial Project • CLP to extend the power supply network to provide EV charging points for EV users • Initially focus on public car parks, to extend in phases to private car parks • EV Charging network design is scalable - can be continuously expanded & improved • design & install charging spots, partners to provide facilities and day-to-day security & support CLP Power & Polytechnic University Cooperation • Controls more than 1 charging spot • Scalable (controller + multi-socket design) • Settlement with Octopus Card

  4. Electric Vehicle Charging Procedure 2 3 1 iMiEV - one full standard charge (220V 13A) normally will take 6 to 8 hours can support the EV to run 120kM

EV Development In Hong Kong Critical Success Factors for wide adoption of EV in Hong Kong CSF must be in place before EV can take flight in Hong Kong • Government Policy Support • Available EV/PHEV of RHD (right hand drive) design • Infrastructure support for EV charging • Acceptance by the public • Reliable and not inconvenient • Affordable EV price and charging cost • Support by Business Organizations • Hong Kong’s Advantageous Conditions for wide adoption of EV • Short Range driving for general use • Congested environment • Air pollution (particulary road side pollution) a public concern Hong Kong’s successful EV story - can be a useful reference and inspiration for other Chinese and World cities to adopt EV

EV Infrastructure Development In Hong Kong Hong Kong SAR Government encourages use of EVs • HKSAR Budget (2009) : Strong support to use EVs • 5 years Waiver of 1st registration tax for EVs • Subsidies for electric public light buses • High-level EV Steering Committee of key stakeholders led by FS • Put EVs as a solution in Recent AQO consultation • Signed MOUs with Mitsubishi and Nissan - preferential partnering to introduce EVs to HKSAR • Announced EV leasing scheme to launch end 2010 • HKSAR Budget (2010) : Further support to EVs Promoting Use of EVs • Government take lead to use more EVs • procured 10 EVs, to purchase10 to 20 EVs in each coming few years • 10 electric motorcycles introduced • around 200 EVs to be supplied to HK in 2011 Set up $300 million Pilot Green Transport Fund to • encourage transport sector test out green & low-carbon transport technology • use of low-emission and energy saving transport to improve roadside air quality, reduce carbon emissions and promote a low-carbon economy HKSAR Government sets policy to drive EV adoption in HK

EV Not readily available for Hong Kong : • Difficult to find RHD EV for Hong Kong • First usage of EV on road in Hong Kong can be dated back to 1984 by CLP • Hong Kong’s 1st Plug-In Hybrid Converted EV completed in May 2009 • CLP successfully Converted a conventional hybrid EV (HEV) to a Plug-In Hybrid EV (PHEV) • Compared to HEV’s fuel consumption (~7litre/100kM) , PHEV has fuel savings (~4litre/100kM) • In 2010, the PHEV was upgraded with further enhanced performance (~2 litre/100kM or less) . • Another 5 more HEV were converted into PHEV • CLP’s PHEV achieves Significant Range Extension, and with Extremely Low Emission

CLP EV Fleet Development CLP Fleet includes: Citroen Berlingo Goods Van, Converted PHEV and iMiEV Launching iMiEVs • CLP received 10 EVs by early April, quickly launched a 6-month internal trial program with familiarization, “train-the-trainer” and preceded by a kick-off ceremony, officiated by CLP’s COO and Directors • Trial users cover a wide spectrum (good mix of different types of users) • Weekend staff trial program to launch by Q2 • Generate internal interest to EV, and • Fully utilize the vehicles • Key message: “Pure Electric . Zero Emission” CLP will continue adopt suitable EVs • Collect application data and profile • share experience with prospective users 9

  9. The 1st EV Quick Charger in Hong Kong – by CLP QUICK CHARGING • High power supply (50kW) • Takes 30 min to charge from 0-80% • “Emergency” charging purpose. Daily or too frequent use may have impact on battery’s lifespan • Takes up space • Currently, no “universally applicable” quick charging standard • Already commissioned on 1 February in CLP’s Centenary Building near Kowloon Station for trial test for 6 months CLP’s Quick Charger opens to public use

In 2009, CLP issued Energy Vision : CLP’s Energy Vision for Better Air Quality More Clean Energy, Better Air Quality • Better air quality in the Pearl River Delta region needs effort from all of us • CLP will continue our effort in bringing more clean energy to Hong Kong • With cleaner energy, and adoption of other green initiatives (e.g. electric vehicle), over time we will further contribute to better air quality

EV Infrastructure Development In Hong Kong Our Way Forward CLP will continue our effort to Establish EV charging infrastructure for users at home/workplace and public car parks, fulfilling one of the key CSF’s for EV Early test and adopt different EVs in CLP’s fleet to demonstrate EV is feasible Help to promote awareness of EV to community Strengthen co-operation with private sector to further support government’s EV initiatives Better understand EV users charging profile to continue develop & improve infrastructure EV in HK- Seeing is Believing CLP – Believing and Investing in a Green Future

EV Infrastructure Development In Hong Kong Supply of electrons to the point of charging… Private Car Parks • Need solution that is small and easy to install • Inexpensive and can be used as a temporary or longer term solution • Proposal: Users register, Charge and billed on their tariff bill (or a separately issued bill to non-CLP customers)
