ACTIVITIES CRITICAL FOR FINAL RESULT OF SOIL WORK • fieldwork, including sampling • laboratory analyses • environmental supervision of site remediation • site remediation • handling of soil material and sludge (exceptions!) • certification • installation and inspection of non-permeable floors → all formally defined as critical activities

  3. Principle of the Dutch structure Critical activities: • to be performed by licensed organisations ONLYstatutory requirements • according to relevant instructions ONLYprivate quality assurance documents Structure requires close public-private cooperation

  4. Basic rule for authorities Dismiss ANY application for a disposition if the application contains data supplied by non-licensed persons or organisations

  5. BASIC RULES FOR CONSULTANTS, CONTRACTORS Carry out formally defined critical activities: • while licensed ONLY • by persons mentioned on the license ONLY • according to relevant (privately maintained) instructions ONLY

  6. Focus on: integrity • no activities on objects on which organisation holds rights • exception: activities can be carried out by part of the organisation that: • has no financial interest in the results • is part of a different managerial responsibility • is managed directly by another manager • no activities on objects with which organisation has organisational, financial or legal ties

FOCUS ON: QUALITY FOR CONSULTANTS, CONTRACTORS • certification* is requirement for license • private protocols basis for certification • organisational requirements: based on ISO 9001:2006 • technical requirements: often in Standards • competence requirements • certifying body has to be licensed itself * or accreditation, depending on activity
