  3. Purpose of Program Vision: To increase the participation of SBE and DBE in the procurement and contracting of public works projects. Mission: To increase the number of qualified firmsthat bid and win public works projects, with special emphasis on small, minority-owned, women-owned and disabled veteran-owned businesses

History of the Program • The Mentor-Protégé concept has been part of the workforce since medieval times. • Caltrans and AGC have a long standing record of supporting SBE’s • The Small Business Development Center provides various training and assistance programs. • The governor signed executive order S-11-06. (21st July ,2006) • To increase the participation of SBE, DBE and DVBE in procurement and contracting of public works projects. The mentor-protégé program is consistent with that order. • 2008: • District 4 started a pilot program in the San Francisco Bay Area. • Developed program outline and documents • Formed 7 Member Steering Committee.

Mentor & Protégé Recruitment • Round One Recruitment: • Mentor firms: Recruited from the ranks of prime contractors working in the San Francisco Bay who have a willingness to dedicate their time and resources to mentor smaller contractors. • Protégé firms: Recruited from certified small businesses (including DBE and DVBE’s) that work in the San Francisco Bay Area and have contracting licenses applicable to typical highway construction work • 8 Mentors • 400 applications sent out 15 Protégés paired: • 2009: Pairing event • Charter signing events

Mentor & Protégé Successes • Outreach efforts - Increased awareness of program • Trained several CT Districts • AGC of California awarded the National Diversity Award for Best Overall Diversity Program at AGC of America’s 90th Annual Convention.The “Diversity Award” that recognizes chapters with active mentor-protégé programs. • 2011: Graduation Ceremony Stockton CA • Round 2 recruitment underway.

Expectations of Mentors • Attend and participate fully in all meetings. • Assist Protégé complete development plan and report. • Follow-through on mutually agreed-upon action items. • Evaluate progress of Protégé. • Share freely with advice and expertise. • Make other experts in company available.

  10. Expectations of Protégés • Attend and participate fully in all meetings. • Follow-through on mutually agreed-upon action items. • Share freely with information about company. • Complete and follow-through on development plan. • Report to sponsors.

  11. Partnership Expectations of Sponsors • Provide support for Mentor-Protégé Steering Committee. • Provide information on resources to both Mentors and Protégés. • Provide regular updates on progress of program. • Coordinate pairing and celebration events.

The Mentor Protégé Program What the Mentor Protégé Program IS • Is a way to learn valuable information about how to run a profitable construction business. • Is a way to learn the unique requirements of public works construction. • Is a way to help build professional relationships. • Is a way to help market your business. • Is a way to contribute to improving California's critical infrastructure.

  13. The Mentor Protégé Program What the Mentor Protégé Program is NOT • Is NOT a guarantee of future work. • Is NOT a way to create exclusive relationships with subcontractors. • Is NOT a method of gaining preference on bidding for public works contracts.

Mentor and Protégé Agreement All information shared is strictly confidential and can only be used to achieve the objectives of this program. • Mentor and Protégé Agreement Document has: • Separate areas for Mentor/Protégé Historical Background • Successes, Risks, Strategies, Inspirations for success etc • Termination procedures • Reporting requirements • Development Assistance Plan

Development Assistance Plan • Identify Needs, Milestones and Metrics • Identify areas of need by the Protégé • Prioritize these needs • Establish assistance that the Mentor can offer to the Protégé to address these needs. • Consider training as one alternative • Establish target start and end dates for each need • Establish meeting schedule to address plan • Success measured by a system of metrics

  16. Mentor and Protégé Meetings • Mentor’s and Protégé’s regularly scheduled meetings • Should have an objective • Should have an outcome • Should review previous objectives and the progress made • Simply documented (noting past and future objectives and progress made)

Success Metrics • Protégé produces Quarterly report w/Mentors help • Qualitative measures of program success include • Are planned tasks started on time or behind schedule? • Are planned tasks completed on time or behind schedule? • Is the Development program on/off schedule? • The number of training/certifications completed and in progress • The number of Caltrans and/or public work projects prime/sub contracts, and other contracts awarded to Protégé • Annual revenue of Protégé • Status of Semi-Annual report submission. • Establish other factors that can be used to assess the Protégé firm's Development progress under the program.

  18. Criterion forGraduation • Criterion for graduation from the Mentor-Protégé Program • Achieve established goals within the agreed on paired relationship period. • Must meet all the objectives established in the Mentor and Protégé agreement document. • Set realistic objectives in your DAP • Provide quarterly reports on progress as detailed in the Mentor and Protégé agreement document.
