  4. Housing Choice Vouchers • How to apply • Homeless • HARA must certify homelessness and residency • Open waiting list • Applications are online • Must be able to verify any preference claimed • * Can only be on one county list at a time

Project Based Vouchers • Owner of multifamily housing developments • Received LIHTC Reservation or other MSHDA financing • Within the past 3 years • Application Process on PBV Website • PBV Owner Letter of Intent • PBV Owner Proposal – Existing, Rehabilitation or New Construction • Preliminary Award Letter – List of conditions that must be met prior to AHAP and HAP

  10. Project Based Vouchers • AHAP • All rehabilitation and newly constructed projects • Must be executed prior to any ground work • Several conditions outlined in Preliminary Award letter • Estimated PBV rents

Project Based Vouchers • HAP Contract • Single stage or multiple stages • Once work is completed • Internal and external certifications/sign offs • Exhibit A – list of units with initial rents • Exhibit B – Services • Exhibit C – Utilities • Exhibit D – Fair housing and 504 requirements for units with mobility and hear/visual features

Project Based Vouchers • PBV Lease up Meeting • 120 days prior to property lease up • Purpose of meeting: • Open PBV waiting list – finalize publication • Applicants will contact lead agency – point of entry • Discuss PBV process • Discuss Role of partners • Schedule follow up meetings for leasing PBV units.

  15. Section 811 Program Qualifications – Households • Income at or below 30% • At least one individual with a disability who is: • Non-elderly: between 18 and 61 years of age at time of lease-up • Eligible for community-based, long-term services such as those provided through Medicaid waivers.

  16. Section 811 Program How to apply • 4% LIHTC combined with MSHDA direct lending programs, or 9% LIHTC • No Senior LIHTC Developments • Developments submit 811PRA Preliminary Assessment Tool • Application can be made at any stage of construction process
