  1. Monte Frisbee Signals Warfare Branch Naval Air Warfare Center China Lake, CA 93555 FrisbeeB@navair.navy.mil Periscope Radar2002 Joint Undersea Warfare Technology Spring Conference

  2. Required Capabilities • Situation Awareness • 360° azimuth coverage • 1 Sec. update rate • 10 nm. range limit • Accurate ranging (±150 ft. @ full range) • Collision avoidance • Night operations • Foul weather operations • Silent boats (sleeping fishermen)

  3. Program Overview • Program Office Assessed Range Finder Options in Late FY01 • Provided FY02 program funds for rapid development of capability • Advantages Offered by Millimeter Wave (MMW) Radar • Low Probability of Detection/Low Probability of Intercept (LPD/LPI) • 360O search independent of visual search • Enhanced situational awareness • Potential for fully automated target tracking • Collision avoidance system with commercially available software • Execution Plan • FY02 two Radar Range Finder EDM units • Early FY03 at sea assessment/evaluation • FY03 non-recurring engineering and initial capability low rate production • Late FY03 at sea system assessment/evaluation • FY04 Capable of full production • Electronic Circular Scan • Electronic Sector Scan • Mechanical Scan Narrow Beam

  4. Spiral Build Strategy • FY02 Core Capability (Phase One EDM) • All weather 0-10 nm Range, bearing, and Threat Warning controlled and displayed from Voyage Management System Console • Switchable Radar and Full ESM Capability (Worst Case), Simultaneous Operation Possible • FY03 Initial Production Build • FY02 Core capability + fixes identified in demonstration phase • Simplified Control and Display externally mounted on Periscope Eye Box • Mode Selection • Range for On-Axis targets • Threat Warning with direction • FY04 Full Production Build • FY03 Core capability • Direct view heads up display via eye-box optical path • Simultaneous Radar and ESM capability • SUBIS Interface for core capability control/display and routing of information to CCS • Reduced length periscope mast to support Under Ice operations

  5. Phase OneDevelopment Goals • Detect Small Boats to Horizon • Provide Accurate Ranging • Provide 360° Coverage for Situational Awareness • Provide Same Performance in Dense Fog • Only Minimal Modifications to Submarine • Current Radar Training Courses for Operator Training • Provide Start to Spiral Development • CINCPACFLT said less than a year ago: • “Introduce a Demonstration System - Upgrade It Over Time”

  6. Demonstration Guidelines • Operational Demonstration Requirements • Foul Weather and Night Operation Capable • Ranging Is Prime Need • Situation Awareness with Fast Update is Desirable • Minimal Platform Modifications, None to Periscope Mast • Demonstration Aims • Show concept • Expose weaknesses • Ultimate Stealth Is Unimportant for This Demo • Commanders Want Situation Awareness NOW • Control and Display Can Be Secondary Plot Display or Stand Alone Laptop

  10. HMI Strategy fix dates • Phased Implementation: • Demonstration to use BPS-15H Voyage Management System (VMS) • Demonstration Focus: Determine if periscope radar capability is feasible • Avoids investment in production HMI prior to user feedback • Production HMI concepts being developed • FY03 production will utilize simplified Type 18 control/display • May involve use of second watchstander to observe output and contact alerts • FY04 production will utilize Submarine Common Imaging Workstation (SCIC)No second watchstander • Various Heads-Up Displays will be considered • Engage DEVRON12, COMOPTEVFOR, and TYCOMs early • Discuss CONOPs to aid in development of design criteria • Maintain involvement during development effort to ensure end product meets user requirements

  12. In Summary • Fast Track Ranging/Situation Awareness Solution • 13 Months to first demo • Connectable Directly to Fire Control • Several Candidates for “In-Scope” Data Readout • Soliciting fleet input during next few months • Demonstrate Technology First, Improve Second • Spiral development • Goal is to better meet fleet needs, faster

  13. Project Point of Contract • Want Fleet & Industry Interest/Participation at ANY Time • NAWC Project Engineer: Mr. Monte Frisbee • FrisbeeB@NAVAIR.NAVY.MIL
