  9. PSU Budget Allocation Model (PBAM) A New Approach to Manage Institutional Resources

Reasons why PSU is changing the budget model • Current model of incremental expenses funding is a bandage approach and is broken • Revenue-sharing approach as incentive tool is not working • Timing for preparing a roster-driven budget based on July 1st (fiscal year) and finalized in October makes planning very difficult

  11. PSU Budget Allocation Model • Revenue/resources based vs. expenditure based • Productivity informed • Explainable and transparent • Flexible for long-term strategic planning and investment • Multi-year full implementation

  12. Communications about PBAM • Lindsay Desrochers and Michael Fung are meeting with various administrative groups to explain and discuss the model. • Budget Office will provide updates as progress is made on the model.

  22. Legal Leave Updates - 1 FMLA – Family Medical Leave Act Unpaid, job-protected, mandatory benefits continue to be paid by PSU. Up to 12 weeks when a child, parent or spouse is on active duty in the Armed Forces or is called up for active duty in support of a contingency operation. Up to 26 weeks to take care of a child, parent or spouse who incurred an injury during military service when that injury results in the service-member being unable to perform his or her duties.

Announcement vs Advertisement • A draft of each of the following is required as an attachment for Permissions to Recruit (.50+ Unclassified Employees) • Position Descriptions for unclassified employees come in 4 forms: • AAUP templates for fixed-term teaching or research faculty • Supplemental Letters for tenure-related faculty • Position Analysis Forms for academic professionals • Position descriptions for unrepresented/excluded positions • At PSU, an announcement typically refers to the detailed position description which includes responsibilities, qualifications, application instructions, etc. and will be posted on our website. • At PSU, an advertisement typically refers to the brief column print ad for a newspaper or journal.

Action Plan for Preparing… • Start with developing your position description • See the unclassified search toolkit for help • Write your position announcement from your position description • Write your advertisement from your announcement • Optional templates will be available soon in the toolkit for both announcements and advertisements.

Position Announcements • There are many choices for what you may want to include in your announcement. • Required Elements: • Position Summary • Qualifications (minimum vs preferred) • Include background checks or valid driver’s licenses if they are required for the position • Application Instructions • Affirmative Action Statement • Optional Elements: • Detailed list of responsibilities • Compensation (pros & cons) • Descriptions of PSU, School/College, department philosophy, program goals, student population, Portland etc.

  29. Consider using color in your listserve or email announcements. It will stand out from others postings without additional costs. • The Unclassified Search Toolkit Website will have templates available soon.

  30. Print/Column Ads • Ad Drafts should be brief statements that capture the interest of potential candidates and sell your opening. • “a descriptive, thorough and creative posting headline (is important). After all, the actual content of a job posting becomes meaningless if no candidate clicks through the hyperlink to read the advertisement,” - HR Magazine • This shortened version also saves the department in advertising costs by directing candidates to the HR website for the full position announcement and instructions on how to apply.

  31. Suggestion for Impact • The Oregonian keeps our reverse logo on file. It stands out on a page of column ads more than the regular black on white version.
