  1. JAA TRANSITION TO EASA Information deriving from the JAA/EASA Management Board Meeting – Cologne, 12th April 2006 Central JAA Operations Division Update to the CCSG 06-2 Meeting, OSLO, 20-21June 2006

  2. JAA Transition to EASA Central JAA, in its current form closes down at the end of 2006. As a consequence, two processes will run in parallel: 1. Continuation of the JAA system, in a different structure, after 2006. 2. EASA preparations for take-over of full competence for Licensing/Operations (LIC/OPS).

  3. JAA Transition to EASA Continuation of the JAA system, in the form of “JAA TRANSITION”. JAA Transition = JAA TO + JAA LO JAA TO = JAA Training Organisation (3 people, Hoofddorp, to become permanent independent body – EASTO – European Aviation Safety Training Organisation) JAA LO = JAA Liaison Office (10 people, Cologne, until 2010)

JAA Transition to EASA Scope of JAA LIAISON OFFICE (JAA LO): Maintain the Pan-European dimension of the JAA System; Maintain JARs-FCL, JARs-OPS, JARs-STD until EASA develops full competence for LIC/OPS (rulemaking dimension); Coordinate Standardisation function alongside EASA (process to be elaborated).

  5. JAA Transition to EASA JAA System will continue to exist, under the JAA Liaison Office umbrella, with EASA management, as follows:

JAA Transition to EASA JAA System will continue: LST/OST will continue their activities; JAA WGs will be maintained, to give input to LST/OST; LST/OST Coordination will be ensured by the JAA Liaison Office; After the NPAs are adopted by the JAAC(JAR 11), JAA Liaison Office will arrange to publish the regulation and amend the JARs.

  7. JAA Transition to EASA EASA Management: LST/OST Chairmen – EASA persons (to be nominated); LST/OST Chairmen – will report to EASA. EASA will then report to JAAC, for adoption of the rule.

  8. JAA Transition to EASA 2. EASA preparation for take-over of full competence for LIC/OPS: Prepare IRs for LIC/OPS; Develop Guidance Material for LIC/OPS.
