  1. CAPEA Conference March 2, 2012 CTC UPDATE

  2. CTC’s Five Year Strategic Plan • Last 5-year plan completed in 2007 • Time to revisit the vision, mission & goals that guide CTC's work • Gathered input from stakeholder groups through online surveys • Retreat scheduled for March 7, 2012 at UC Davis conference center, with Commission meeting the following day

  3. CWIP • Credential Web Interface Project • Target was January, 2012 • Implementation taking longer than planned • In testing phase now • Hope to "go live" later this spring

  4. Teacher Discipline Improvement Initiative • Implementation of various changes to solve the overload of cases reviewed by the Committee on Credentials • 1st focal point: reducing the number of cases that are opened • 2nd focal point: ability of the COC to process an appropriate number of cases to reduce the volume • 3rd focal point: clarifying if and when staff should close cases

  5. Credentials, and Waivers Workshop • March 27 10:00 to 2:00 • Online format • Register to attend as • a location guest or • to host online • Contact me for more information

  6. Teacher Preparation Advisory Panel(TAP) • First meeting held this week • Panel membership list now online at ctc.ca.gov • First topic: Common Core State Standards • Prioritized remaining work items • Additional information available on the CTC website

  7. English Learner (EL) Panel • New Single Subject credential for ELD • New authorization structure coming that will affect assignment of teachers. • All current teachers will retain the authorizations they have. • Commission will decide on an implementation timeline. • Regulations will need to take place. • Recommendation for EL content to be infused into new Administrative Services standards. • See March agenda item, posted on CTC website. • Panel bringing forward proposal for English Learner Specialist at April meeting • Reading, Language and Literacy

  8. Library Panel • Special class authorization now will allow a new teacher-librarian to teach a class in information literacy • Regulations are not yet finalized--public hearing in June • New program includes information on Pre-K standards for language and literacy • Teacher-librarians can have equivalency in areas they have experience in, expertise in, etc.

  9. Reading Panel • Issues with control agencies must be resolved before regulations can move forward (see PSA 12-01) • The authorization and the credential will have a new name • Reading and Literacy Added Authorization • Reading and Literacy Leadership Credential

  10. Education Specialist Induction Programs • About 45 LEA who sponsor general education induction have been granted approval to also sponsor special education induction • 8 institutions of higher education have been granted program approval • Programs will be able to work with all special education candidates who need to earn a Clear credential

  11. The Governor’s January Budget Proposal • January budget held both good and bad for the Commission • Good--increase funding in examinations, borrow money from examinations for Accreditation needs • Bad—reduction of 17 positions • PSD is currently down 9 consultant positions that are not scheduled to be refilled • CTC is working with state offices • June revise?

  12. Administrative Services Advisory Panel • 12 of 14 recommendations adopted in 12/11 • 2 recommendations modified in 1/12 • exam plus option • three years experience increased to five • Stakeholder meeting next Tuesday, March 6th • 10:30 to 3:00 • Commission offices • May attend in person or via webcast • Next steps • Commission item in June on both issues • Writing standards panel in 12-13 or 13-14 year
