  2. The Rationale • Despite substantial gains in early literacy achievement, the performance of students in NH mimics national statistics – declining through the grades (NAEP and NECAP data) • There is a correlation between students who struggle to read and those who drop out of high school

  3. The Rationale • There continues to be an achievement gap in reading between general education students and those with educational disabilities • There is a large body of research about literacy development, literacy instruction, and student and teacher learning
