Policy • Level 2 Business Admin Standard – Rejected yet again by IfATE • Apprenticeship Funding Rules – out in clarification version, main policy change area is the recognition of all subcontractors from August 2019 • Non-levy funding – sustainable solution needed • Subcontracting contracts – ESFA demand for rewrite – now applied to starts after 1st Dec • Changes to ESFA payment dates – changes from August 2019. Combined adult payment. August will be 20th, thereafter will be 14th working day of every month • Funding band reviews – AELP pushing for wider group of stakeholders to be involved in future reviews (employer, provider, EPAO and official representation) to allow greater understanding of the impact • End Point Assessment – from Oct 2019 ESFA will not fund apprentices to start on a new standard until an EPAO has given an ‘in principle’ commitment to deliver the EPA

Policy • EQA Framework – for EQA of EPA – sets out guidelines for EQA organisation to assure high delivery standards for EPA for apprentices • IfATE charges for EQA - £40 (from September) which we are challenging • On the job training – AELP trying to switch the conversation – on the job is the power of work-based learning! • Transfers – still difficult – AELP working with some combined authorities and GLA to a way forward • T levels – main AELP push around ‘why are we not using apprenticeship providers and employers to support work placements’. Also work on progression • Offenders – AELP working to get wording changed to allow prisoners to undertake an apprenticeship while on temporary licence or working in the prison • Maths and English – AELP working with CognAssisst on EHC plan exemptions

Key AELP wins • Successful AELP lobbying of the ESFA to implement transitional arrangements for 31st July 2019 completions. 31st deadline for EPA completions within 2018-19 has been pushed back for QAR purposes. If apprentices successfully complete their EPA within the subsequent 3 month period ESFA wil allow them to be included in the QAR. • Very expensive requirement for all providers to have ‘achieved and maintain independent certification’ for ISO/IEC 27001 Information Security Management Systems Requirements – providers now have another year to achieve it and in the meantime should show compliance • New achievement measures for Traineeships with focus firmly back on recording process into an apprenticeship or a job while not excluding the third original aim of progressing into further learning

And more good news… • Request by DfE for IfATE to provide an appraisal of the best method of delivering EQA through a simpler system and strengthened operational framework and digital service • Letters from Gerry Berrigan to Ofqual and OfS on how their organisations might work with professional bodies – either directly or indirectly under an optimised system. • Finally some common sense starting to show around Ofqual having overarching ultimate responsibility and accountability for EQA, something AELP has been pushing for some time.

  10. SME Funding Survey – please respond! We are hearing, through communication with members and regional networks, that some apprenticeship providers have little, or no, funding left to be able to meet SME demand for apprenticeships. In order to fully understand the current situation, AELP invites you to complete a very short survey, to give us a better understanding of the impact this is having on your organisation. AELP Spending Review submission Treasury launched 24th June – 10 point sustainable investment plan Apprenticeships: Adequate levels of overall funding for apprenticeship at all levels A standalone non-levy apprenticeship budget of a minimum of £1b (if funding constraints) Equitable funding for leaners needing English and maths functional skills The need for a revised set of financial incentives on apprenticeships for both providers and for supporting young people Ensuring prisoners are included within the definition of employees for the purpose of apprenticeships Click here to view the full submission document

AELP Spending Review submission Treasury launched 24th June – 10 point sustainable investment plan Traineeships: 6.Additional funding to support the relaunch, growth and promotion of Traineeships to support young people progress into work, an apprenticeship of FE/training Adult Education, National Retraining and UK Shared Prosperity Fund Increase in adult funding for both the national budget and combined authorities budget to meet the ever-increasing demand in adult skills Competitive procurement of remaining ESFA managed AEB Clear statement and clarity on future UK Shared Prosperity Fund Adequate participation of funding available to providers to support the success of the new National Retraining Scheme

Standards and Statutory Reviews • Current standards status (June 2019): • 454 standards now approved • 145 standards in development • 63 standards at proposal stage • 11 standards withdrawn • 1 standard retired • IfATE statutory review – timelines/vocational sectors: • Hair and Beauty – commencing July 2019 • Creative & Design – commencing July 2019 • Agriculture, Environment & Animal Care – commencing September 2019 • Engineering & Manufacturing – commencing October 2019

Current apprenticeship stats • Intermediate: • March 2019 way a total of 9,800 starts, down 2% on 2018 and down 67% from 2017 • August 2018 – March 2019 stands at 105,300 starts for 18/19, down 11% from 17/18 and down 45% from 16/17 • Advanced: • Total of 11,200 starts, an increase of 7% on 2018 but still down 49% on 2017 • August 18 – March 2019 starts grew 4% to 124,000 from 17/18 but still down 17% on 16/17 • Higher: • 4,600 starts in 2019 are up 35% on 2018 but still down 10% on 2017 • August 18 – March 2019 figures continued to grow, 54,700 starts up 63% on 17/18 and up 107% on 16/17
