  9. Communication (2) Advice: Do not develop, test and train at the same time! Cater for the requirements of the operators! IFATCAPolicy: "FANS-1/A CPDLC has limitations. These shortcomings must preclude further proliferation of this technology, into states of the world where it is not currently deployed. (…)"

  13. Conclusion • To realise the advances will require co-operation: • consultation with the end users • with other system users • with the system itself
