Background • No Child Left Behind Act of 2001 • Goal Statement: • “To close the achievement gap with accountability, flexibility, and choice, so that no child is left behind.” • Federal legislation created by Congress • Defined by Virginia Board of Education • Approved by the United States Education Department • Implemented by local education agencies (LEA) – Loudoun County Public Schools

  4. What are our targets/goals? It depends. Increases annuallyAnnual Measurable Objectives (AMO) (aka SOL Pass Rate) = TARGET READING (ENGLISH) Mathematics 81 79 AMO TARGETS for 2009-2010 Targets for 2010-2011 (TBD) Stay tuned.

Rule Book:Definition of Achievement Gap • Virginia Board of Education Consolidated State Application Amended Accountability Workbook (most recent updated June 2010) • Annual School Accountability Measure • 100% Proficiency in Reading and Mathematics by 2014 • All Student Subgroup • Black Student Subgroup • Hispanic Student Subgroup • White Student Subgroup • Economically Disadvantaged Subgroup (ED) • Limited English Proficient Student Subgroup (LEP) • Students with Disability Student Subgroup (SWD)

Rules for AYP (Due to change) • Test ALL students enrolled in • Grades 3-8 (Reading, Mathematics) • Algebra I, Geometry and Algebra II • English 11 The following are EXCLUDED: • Medical absence, Not enrolled at the time of the test, or passed in a previous administration • Retest or Recovery Code of Y, a Test Level of 11 and a Proficiency Code of 3, 4, 5, or 9 (non-passing EOC retests) • Retest Code of Y and a Test Level other than End-of-Course (non-EOC retests) • Recovery Code of Y and a Test Level of 8 and grade of 9, 10, 11, or 12 (non-EOC retests) • Grade Code of TT (not an enrolled student) • AYP Adjustment D and LEP Exempt Reading (LEP students exempted from reading testing who are in their 1st year of school) • Retest Code of Y and Special Accommodation Codes of B and 14 OR B and 15

  7. Rules: How is AYP scored (calculted)? A. All students who passed or failed the SOL, VGLA, or VAAP test in English or Mathematics. B. Any student from the previous school year who passed or failed a Board approved AP or IB substitute test instead of the English/Mathematics SOL. SWD 2555 76.3% A. All students enrolled in a class that administers a Standards of Learning exam in English or mathematics (includes SOL, VGLA,, and VAAP). B. Any student from the previous school year who was supposed to take a Board approved substitute test instead of the English/Mathematics SOL. SWD 3348 Mathematics 2886/3895=74.09%

  8. What if we miss the target? No problem. Use 3 yr average or safe harbor READING (ENGLISH) Mathematics 81 79 74 76 Safe Harbor: Made AYP if the failure rate is reduced by 10% Example: 40% failed last year; Reduction of 10% = 4 percentage points. Add 4 points to this year’s pass rate if lower than AMO.
