Project background • The national biodiversity conservation planning (BCP) until 2020 and toward 2030 assigned BCA/VEA/MONRE (Biodiversity Law 2008, The Document no. 3353/VPCP-HTQT of the Prime Minister dated on May 31st , 2010). • The National Target Program to Respond to Climate Change requests to integrate climate change issue into ministries and locals’ development programs. • CBD recommends parties implementing EBA models to climate change in order to effectively biodiversity conservation in the context of climate change. • Access to experiences from international partners. Especially, Sweden which is a partner with many experiences in managing biodiversity resources.

Basic information of project • Project name: Mainstreaming an ecosystem based approach to climate change into BCP in Vietnam. • Donor : Sida, Embassy of Sweden in Viet Nam • Approvals: Sida: 4th May 2012; Government Office: 11st June 2012 và MONRE: 12nd June 2012 • Project EA: VEA • Project implementation Agency: BCA, WWF, SRC/SU. • Duration: June 2012 to November 2013

Project objectives Overall objective: Create a strategic partnership and long-term cooperation among BCA, WWF, SwedBio/SRC and another Vietnamese and Swedish partners on sustainable use and conservation of biodiversity and ecosystem services Specific objectives: • Support that an EBA to climate change are incorporated in the Vietnam Government’s national BCP • Develop a pilot model for incorporating an EBA to climate change in provincial BCP • Improve knowledge and experiences in EBA for improved management of biodiversity and ecosystem services and to improve the capacity on biodiversity conservation in the context of climate change for Swedish and Vietnamese partners • Create a strategic partnership and long-term cooperation among BCA, WWF, SwedBio/SRC and another Vietnamese and Swedish partners on sustainable use and conservation of biodiversity and ecosystem services

Project Outputs Central level: Output 1:Technical guidelines for mainstreaming an EBA to CC into BCP developed • Report on the interactions between climate change and biodiversity in Vietnam. • Report on the international and regional experiences in mainstreaming EBA into BCP. • Report on the challenges in mainstreaming EBA into provincial BCP. • Guidelines on mainstreaming EBA into BCP. Output 2: Ecosystem based approach to climate change in national BCP incorporated • Report on prediction of the future trends of biodiversity towards 2020 and 2030 taken in considerations of climate change impacts. • Mapping of key ecosystem services and relevant stakeholders through exercises (e.g. ecosystem service mapping, etc.). • Mapping of overall vulnerability of ecosystems to climate change and identify the most vulnerable high biodiversity areas.

  7. Project Outpts (…) Output 3: Capacity and cooperation on biodiversity conservation strengthened • Report on capacity building need assessment . • Document on the training/capacity building programme. • Training, workshop and exchange visits in Sweden. • International workshop.

Project Outpts (…) At Ben Tre Output 4: Ben Tre provincial biodiversity conservation planning incorporated ecosystem based approach to climate change developed • EBA incorporated into Ben Tre provincial biodiversity conservation planning • SEA report for Ben Tre BCP developed • Report on mainstreaming CC into provincial development scenarios. • Report on change assessment of ecosystem services and their potential impact under different environment scenarios through field work and stakeholder consultations. • Capacity building through training workshops.
