  7. Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Annex II List of directives to which is referred to in article 18 (2) and 20 e.g. • Mercury discharge from electrolysis productions (e.g. chlorine production) • Hazardous waste management • Discharge of cadmium, lead • Incineration of hazardous waste Page 7

  8. Reinforcement of IPPC in the Czech Republic Phare Twinning Project CZ02/IB/EN/03 Annex III List of main pollutants for setting emission limits • Air - SO2, NOx, CO, VOC, dust (TZL), metals and solid pollutants, Cl2, F2, etc. • Water - cyanides, organic compounds of halogens, P4, Sn, carcinogens, mutagens, metals, As, biocides, substances with negative impact on oxygen balance, etc. Page 8

  9. Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Annex IV Aspects for determination of BAT • Use of low-waste technology • Use of less dangerous substances • Recovery and recycling of substances used in the technological process, event. waste • Alternative techniques which have been already successfully used on an industrial scale Page 9

  10. Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Annex IV • Technical development and changes in scientific knowledge, implementation into practice • Character, effects and amount of relevant emissions • Commissioning dates for new and existing installations • Time for implementation of BAT Page 10

  11. Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Annex IV • Consumption and type of raw materials (incl. Water) in a technological process and its energy efficiency. • Requirement of prevention or minimisation of impacts of emissions onto the environment and its risks. • Prevention of the accidents and minimisation of their consequences for the environment • Information regarding BAT published by the EC, relating to their monitoring and development Page 11

  12. Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Examples of installations not falling under IPPC • An installation for cryogenic distillation of the air where the air is cooled, made liquid and then distilled. Oxygen, nitrogen and argon are separated as products of the distillation. The whole process is only physical, there is no chemical reaction, just individual components are separated. The reason is not fulfilling the conditions for falling under chemical installations for the production of basic inorganic chemicals which is the use of „chemical reactions“ during the relevant production. Page 12

  13. Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Examples of installations not falling under IPPC • A company running oil pipelines, transport of oil via pipelines, storage of oil. • Production of refractory supportive materials for surface treatment of moulds and cores in foundries. It means coatings, spraying, adhesive paste, separators. Ethanol, iso-prophanol and then filling materials such as zircosilicate, corundum, alumosilicate, graphite, coke, magnesite and other additives are used for production of some coating and spraying materials. All of this is mixed in mixing vessels without any chemical reaction and heating. Page 13
