PORTAL OVERVIEW • Iowa Interactive – awarded the Network Manager Contract for the State of Iowa in December 1996 • Iowa Interactive manages the Iowa.gov portal • Provides eGovernment solutions including web development, application development, payment processing and ancillary services through a public/private partnership • Iowa Interactive currently supports both state and local government online services • Onsite staff consists of general manager, director of portal operations, director of development, project management, customer service, development staff, creative design staff • Iowa Interactive, LLC is the Iowa subsidiary of NIC Inc.

THE SELF-FUNDED MODEL • No General Fund dollars support the portal • Not held to budgetary constraints of a State • Government entities have more control over how services are paid for • Fee-generating services can cover the costs of non-fee services • Diversification of revenues is critical • In Iowa the portal can receive a transaction fee for services provided • Transaction fees can be: • Passed to users only • Covered by the government entity • Combination of both users and government entity covering the fee

BENEFITS OF NIC AND THE SELF-FUNDED MODEL • Self-funded model means the option of no cost to government partners • All state and local government entities can leverage single contract • Access to proven eGovernment applications • In some instances only users pay for services • Leverage services with transactions to fund services with no transaction opportunity • Best practices in integration, application development, marketing, driving adoption and policy • Knowledge transfer program to ensure effective transition • Dedicated staff in Iowa focused only on Iowa state and local government

IOWA INTERACTIVE AND IOWAccess • IOWAccess Network Services Agreement is with the State of Iowa acting by and through the Iowa Dept. of Administrative Services, Information Technology Enterprise • $1.45 of the $3.00 Driver License Record Abstract fee the Council receives goes to Iowa Interactive for services provided to State agencies • Development, maintenance, and support of online access to Driver License Record Abstracts • Management of 1400+ accounts • Customer support • Static web development • Dynamic web development • Project management • Iowa Interactive updates the Council on project status • IOWAccess may or may not recommend for approval by the Technology Governance Board Service Delivery Fees (transaction fees) that a State agency wishes to pass to users • Iowa Interactive meets regularly with the IOWAccess Manager for regular project updates

IOWA INTERACTIVE AND IOWA TECHNOLOGY ENTERPRISE • Department of Administrative Services (DAS), Iowa Technology Enterprise (ITE) signed the IOWAccess Network Services Agreement and Software License Agreement with Iowa Interactive • ITE reviews Project Charters and Project Change Requests • ITE enters into Statements of Work with Iowa Interactive for services provided to State agencies • ITE approves all requests for use of Open Source Code by Iowa Interactive • ITE hosts all applications developed for State agencies by Iowa Interactive Iowa Interactive invoices ITE for all State transaction fees due to the portal • Iowa Interactive meets regularly with State CIO and ITE Administrator of Application Development and Digital Government

SERVICES PROVIDED BY IOWA INTERACTIVE • Secure Web solutions and eCommerce infrastructure • Online citizen and business application development and hosting • Web site development and hosting • Web site design and information architecture • Integration to backend database and back office systems • Integration to electronic payment services • Customer service and technical support • Marketing to drive adoption rates

LEVERAGING THE PORTAL • Projects that have a static or dynamic web site component already fall within the Iowa Interactive contract and are funded with the $1.45 received from IOWAccess • Projects that have an opportunity for a transaction fee may be able to be self-funded or partially self-funded • Review if a similar service has already been developed for another entity or administration
