  2. 1B Questions/Difficulties Needs/Solutions- 1 (Questions) • Is it necessary to have a NEPIO if one has a similar organization such as an atomic energy commission? (Solutions) -` NEPIO is a function to lead the way to achieve milestones 1 and 2, not necessarily an organization. - It is often beneficial to establish a NEPIO as a temporary, management body, while a nuclear energy commission as a permanent body - The establishment of the new NEPIO organization might not be necessary when the existing organizations can work.

  3. 1B Questions/Difficulties Needs/Solutions- 2 (Questions) • The establishment of a new organization is difficult because of its temporary nature, the need for qualified staff and resources. • How the NEPIO has the sufficient authority to coordinate activities? (Solutions) • The NEPIO can be a legally established organization or a coordinating committee depending on the country. • NEPIO can change its form depending on the stage. • Nominate the senior officials of related organizations as a coordinator • Must have a high political support

  4. 1B Questions/Difficulties Needs/Solutions- 3 (Questions) • Difficult to establish a NEPIO, which might lead to the decision not to seek for nuclear power (Solutions) • ‘No’ at the beginning, but it might be ‘Yes’ later • Preparation stage to prepare a NEPIO (pre-NEPIO function) is important
