Office of the Assistant Secretary of Defense for Homeland DefenseDefense Support to Civil Authorities DoD Capabilities • Modular Airborne Fire Fighting System (MAFFS) • 8 C-130 MAFFS Equipped Aircraft • 186 Aircrew and 14 Support personnel 146 AW (ANG) Channels Island,CA 2 MAFFS 10 CREWS 302 AW (USAFR) Colorado Springs,CO 2 MAFFS 10 CREWS 153 AW (ANG) Cheyenne,WY 2 MAFFS 10 CREWS 145 AW (ANG) Charlotte,NC 2 MAFFS 10 CREWS • 145th AW NCANG, 146th AW CAANG, 153rd AW WYANG, and the 302nd AW AFRCS conduct for annual NIFC training, crew and air frame certification. • Units deploy to Boise, ID for 5-7 day MAFFS training/certification.Joint training with U.S. Forest Service. • Certified units return to home station. Crews are certified as “Low Level Air Drop Crews”. • Home station launch within 24 hrs will normally be required upon receipt of orders. • Units do mobilize for DOD missions in U.S. and overseas. • Airframe/crews are provided by DOD • MAFF units are Forest Service assets • 3,000 gallon capacity

(D+1) • Battalion prepares classrooms and equipment for training with NIFC. • NIFC trainers deploy to designated installation. Conduct home station training and issues Personal Protective Equipment. (D+3) • Battalion marries up with NIFC trainers and is issued NIFC WFF equipment and receives specialized WFF training. (D+3) • NIFC Transports Designated Unit to Site. (D+5) • Battalion arrives at NIFC base camp and sets up WFF operations. • NIFC Conducts onsite hands on training. (D+6) • NIFC Trained DoD Assets are deployed to actual fire fighting duties providing support to LFA. (D+7) • Soldiers not specifically trained to fight fires • (additional mission) • Strong/young and organized • Trained/equipped/certified = Type 2 firefighter

Office of the Assistant Secretary of Defense for Homeland DefenseDefense Support to Civil Authorities 31 USC 1535 (The Economy Act) • Authorizes Federal Agencies to provide supplies, equipment and material on a reimbursable basis to other Federal Agencies. • NO LEGAL REQUIREMENT to Exhaust Other Sources. • But the requesting organization must determine that the supplies or services cannot be obtained as conveniently or economically by contracting directly with a private source.
