Support and management programs □ Subsidy Program • Subsidies for local autonomous entities to install NRE facilities • NRE exhibition and general deployment subsidy • Loans for NRE facilities installation (15 years of repayment period, • 3.5% floating interest rate) □ Management Program • Energy efficiency Sector • · Consultation about Energy utilization plan • · Application of Energy efficiency standard for buildings • New and Renewable Energy Sector • · Public institutions renewable obligation

Energy efficiency program for buildings □ Consultation about energy utilization plan ㅇ Summary - Those who intend to carry out energy using project or to install such energy using facilities larger than a specific scale shall submit utilization plan to the Ministry of Commerce, Industry and Energy(MOCIE) before such project is executed ㅇ Target   - City planning projects over 300,000㎡(600,000㎡ in private sector) - Buildings which consume 5,000toe per year

  6. □ Energy efficiency standards ㅇ Summary - To raise the energy efficiency of buildings, it is obliged to observe Energy efficiency standards when design buildings larger than specific scale ㅇ Examining Energy saving plan - Submit energy saving plan concerning construction, machinery and electric equipments before construction permission - Evaluation score should be over 60 out of 100 ㅇ Target   - Office buildings and research institutes with the floor area exceeding 3,000㎡ - Lodging facilities such as dormitory, hospital and youth hostel with the floor area exceeding 2,000㎡

  7. Ⅱ. Public institutions Renewable Obligation

Public institutions renewable obligation □ Summary • New buildings of public institutions, the floor area of which exceeds • 3,000 square meters, are obliged by law to use more than 5% of their total construction expense to install NRE facilities. □ Expectation • Enlargement of production capacity to keep up with the demand of • NRE facilities in public sector • Cost reduction owing to increased production (Economy of • scale) • Promotion of NRE dissemination in private sector

  9. □ Legal basis • Act on the promotion of the development, use and dissemination of new and renewable energy Article 12 (2) and itsimplementing ordinances Article 15 or 19 : took effect in 29 March, 2004 • MOCIE Notification No. 2006-9(’06.1.26) 「Standard for the support, installation and management for new and renewable energy facilities 」 Chapter 6

  10.  - The central government and Local government  - Government-invested company  - Government-subsidized institution which the Government contributes more than 5 billion KRW a year  - Government-funded company  - A corporation which local government, government- invested institution, government-contributed institution or Government-financed company contributes more than 50% of paid-up capital or 5 billion KRW  - A corporation established under a special Act □ Renewable obligation institutions □ Renewable obligation buildings • Buildings constructed newly by above institutions (excepting • enlargement as well as rebuilding)

NRE obligation standards □ Target : Buildings, the total floor area exceed 3,000㎡ · Public : Prison, Power generation facility, Broadcasting facilities (military buildings are excepted) · Education : Religious, Medical, Sports, Educational and Research facilities (Schools are exception), Youth training facilities, Tourist resting places, Cemetery · Business : Facilities for shopping, Transporting, accommodation, recreation, and Business * House, Factory, Warehouse, Dangerous substance storage etc. are excepted □ Obligation ratio : 5% of total construction expense

  12. 3. Documents for submission □ Installation plan ■ Submit to KEMCO before construction permission ■ Check points → Type of energy facility → NRE facility installation expense ■ Within 30 days after completing installation, they have to request confirmation to KEMCO

  13. 4. NRE investment status owing to the obligation • Since the enforcement of program in March 2004, total budget for NRE • facility on the construction plan is some 137 billion KRW in 272 new • buildings (million KRW, %)

  15. 1. Chosun university <Chosun University dormitory> □ General information ㅇ Use : Dormitory ㅇ Total floor area : 7,239㎡ ㅇ 2 stories below and 8 above the ground □ Completion : 2002 □ NRE facilities ㅇ Solar Thermal heating system : 1.2 million ㎉(594㎡) ㅇ PVPS : 50kW ㅇ Investment : 1 billion won

  17. □ Energy saving effect ㅇ Cut down 52% of city gas consumption (20 million KRW) a year through solar thermal heating ㅇ Cut down10% of electricity consumption (5.5 million KRW) a year through PVPS <2005 Total energy consumption and NRE supply>

  20. 3. Daegu EXCO (Exhibition Convention Center) <Daegu EXCO > □ General information ㅇ Use : Exhibition ㅇ Total floor area : 87,294㎡ ㅇ 4 stories below and 5 above the ground □ Completion : 2004 □ PVPS ㅇ Capacity : 60kW ㅇ Inverter : 30kVA × 2 ㅇ Investment : 840 million KRW

  21. □ 60kW PVPS ㅇ Roof - integrated Photovoltaic modules ㅇ the letter ‘EXCO’ was written with assembled modules(80W × 760 pieces) ㅇ Grid-connected Inverter : 30kVA × 2 Modules (EXCO Photovoltaic Modules) <Roof-Integrated Modules>

  22. □ Results from the installation ㅇ Cut down 1% of electricity consumption(6.4 million won) a year ㅇ Established Daegu as a famous“Solar City” ㅇ Bring various exhibitions and conferences about energy - Korea Green energy Expo, the most popular New and renewable energy exhibition in Korea, is held in EXCO every year.

Jinhae Energy environment science park □ Environment-friendly park with NRE facilities, Energy pavilion, welfare facilities, and sports facilities □ NRE facilities ㅇ PVPS - Concert hall : 30kW - Ships exhibition hall: 60kW - Sewage disposal plant 30kW ㅇ Solar Thermal heating system - welfare facility for disabled : 418㎡ ㅇ Investment : 2.2 billion KRW

  29. □ Results from the installation ㅇ Avoid NIMBY phenomena by making a NRE theme park at former avoided facility spot ㅇ Become a tourist attraction in connection with a city park and improve the quality of life of the local citizens by protecting environment and reducing energy consumption ㅇ Utilize the park as NRE education and public relation materials ㅇ Cut down the budget
