2. In 1965, Congress passed the Elementary and Secondary Education Act (ESEA) to provide financial assistance to local school districts providing programs for students who need extra help in order to do well in school, and who live in areas having high concentrations of students from low-income families.

3. The 2001 Reauthorization of the Elementary and Secondary Education Act (ESEA) was the most sweeping reform since the enactment in 1965. The No child Left Behind Act of 2001 embodies the four principles of President George W. Bush’s Education reform plan: • Stronger accountability for results • Expanded flexibility and local control • Expanded options for parents • Emphasis on proven teaching methods

4. Title I continues to be the largest program providing federal aid to education. This new, No Child Left Behind, program provides varied opportunities for school districts and communities to implement school reforms and to insure a quality education for all eligible students.

5. Our Goal: To improve the teaching and learning of children in high-poverty schools and continue the focus on parental involvement. In order to accomplish this goal, Title I supports new roles for school districts, states, and the federal government. Schools will decide themselves on how to allocate Title resources. District s will play a new critical role through providing consultation, coordination, and highly qualified professional development.

11. The Title I Program in Escambia County is more than schools and centers. It includes a number of other coordinated projects and services.

12. Wee Read Early Literacy Program Wee Read is an early literacy program that provides professional staff development, parent training and child assessment in targeted child care centers. Knowledge of the following pre-reading skills is the core of the program: • Oral Language • General Knowledge • Print Awareness • Alphabet Knowledge • Phonological Awareness • Pre writing

13. F.R.A.M.E. Family Literacy Program Family Activities Bus Parent Group Meetings Monthly Family Nights Adult Literacy GED/ELL Family Field Trips F.R.A.M.E. is a home visitor program that uses Parents As Teachers Born To Learn Curriculum and a Family Literacy Program that brings together adult/parents and their young children in a school setting. Components include: Home Visitors Registered Nurse School Social Worker Interactive Literacy Activities

14. Instructional Technology • Technology Trouble Shooting • Professional Development • Modeling • Planning and Consultation • Supplemental Support • Equipment Inventory Title I Instructional Technology includes:

Migrant Education Works with school personnel, local chambers of commerce and employers of seasonal and temporary farm and fishing workers to identify migrant families in Escambia County. • Migrant education program for parents • Assistance meeting basis needs • Interpretation/Translation services • Referral services

16. CASE The Child Assessment Screening and Evaluation Team provides services for children who participate in childcare programs funded through the Early Learning Coalition of Escambia County. The team of teachers, a Behavior Specialist and an Inclusion Specialist support early learning centers and child care homes through: • Child Screening & Assessment • Inclusion Support • Child Behavior Support • Provider Training

17. ProSupport Team The ProSupport Teamprovides Accreditation Support and Training for childcare programs funded through the Early Learning Coalition of Escambia County. The team of teachers, a teacher assistant and clerk provide early learning centers and child care homes: • Monthly Newsletter • Resources for checkout • Directors’ Institutes /Round Table • Technical Support Site Visits • Accreditation Mini Grants • Curriculum Trainings • Curriculum Related Trainings

Non Public School Support • Program monitoring and Site visits • Staff Development • Appropriate use of funds • Parent Involvement • Academic support to eligible students • Technology Support • Utilization of the Family Resource Centers Provides meaningful consultation to non public school administrators who have chosen to participate in Title I services, and includes:

Supplemental Educational Services • Contract services with state approved companies • Inform eligible families • Coordinate the enrollment process • Train district and school level staff • Monitor contract compliance & academic programs Tutorial services which are mandated by federal No Child Left Behind regulations provided by private companies at no cost to families who meet free and reduced price meals eligibility criteria and attend certain schools. Services are:

Prekindergarten • A six hour instructional day for four year old students • Four year college degreed Early Childhood teacher & highly qualified teacher assistant staff all classes • Breakfast, Lunch, Transportation, & Field trips • Educational Assessment, Staff Development & Materials The Escambia County School District offers a high quality developmentally appropriate Voluntary Prekindergarten Program in 9 Title I school attendance areas and a Summer VPK Program at various school sites. Voluntary Prekindergarten provides:

Homeless ServicesProject Touch • Assistance with registration, free meals, transportation, etc. • After-school tutoring at shelter locations to improve grades • Summer field trips and educational enrichment activities • Backpacks, school supplies and reading materials to enable class participation and support Just Read, Florida! Works with school staff and community agencies to identify and provide the following services to homeless children and youth to eliminate barriers to education:
