Findings Inequities of broadband access, adoption and utilization • Lack of awareness of the impact of broadband • Lack of familiarity with computers and internet • 600 homes are currently served, but some 200+ homes remain unserved; • Because of extremely high unemployment and poverty rates, affordability is still an issue.

  5. Findings Adopt broadband with awareness to enhance—not detract from—tribal identity and sovereignty • Understand and integrate responsibly to preserve tradition and enhance opportunities • Accept that some may choose not to use broadband.

  6. Findings Opportunities for Innovation and Improved Education and Healthcare Outcomes • Virtual schooling and workforce training • Physical space needed for mentoring, tutoring, training, public access and tele-conferencing • Mobile clinic needs access to patient records via wireless broadband

  7. Findings The Economic Role of Broadband • Essential for economy • Need skills to access global market • Tele-commuting centers • Increase dollar circulation in the local economy • Buy local when available

  8. Goal 1 Make broadband skills and equipment available to all tribal members. -Action: Community Education; mentoring programs -Long Term: Computer recycling; pursue funding for broadband expansion

  9. Goal 2 Enhance culture and personal growth and opportunity. -Action: Develop on-line tools to communicate language and values -Long Term: Localized social media sites; Government policies on acceptable use, content and on-line distribution; Tiered access to government information

  10. Goal 3 Business adoption and accessibility to enable tribal exports, attract new industry and create jobs. -Action: Business tech center for access, training and other services. Telco spinoff business opportunity to sell/lease/repair computers and offer tech support -Long Term: Business portal for tribal goods and services; market broadband access to industry.

Goals 4 On-line education programs to improve credentials and job-readiness -Action: Partner with schools, youth clubs and tribal enterprises to connect on-line training with curriculums; After school mentoring and digital literacy program. -Long Term: Raise the credentials of educational staff.

Goal 5 Make Tele-health programs and remote monitoring available to 100% of reservation households -Action: Improve connection between the Tribal Health Workforce Center and the federal Indian Health Services (IHS) for better patient record-sharing; improve connections to mobile clinics out in the field. -Long Term: Expand video conferencing with IHS and the Oregon Health Network; Expand infrastructure to allow for remote health monitoring for the entire reservation; Provide on-reservation health care training through distance learning.
