  3. To give you a visual of the new funding model, the picture here shows how the funding might look for three school districts with different student populations. The first example shows a district with no English learner (EL) or Low Income (LI) students. They essentially receive only the base grant funding for all of their students. The second example shows a district with 55% of their students who qualify as EL or LI. They receive the base grant for all of their students, and a supplemental grant for the 55% of students who are EL or LI. This district receives more funding than the first district to assist them with providing additional services to meet their students’ needs. The last district example shows a district that has a student population over 55% - 65% and is very similar to VUSD. This district receives base grant funding for all of their students, supplement funding for all of their EL and LI students, as well as concentration grant funding for those 2 students beyond the 55% level. As shown on the chart, this estimated amount is $3,779 per student. **NOTE: The Supplemental grant is 20% of the base grant and Concentration is 50% of the base grant. Although this slide demonstrates the new funding model, the base grant number is inaccurate. In 2021, it is projected to be $7,557.

Local Control Accountability Plan (LCAP): • Is the way that districts are expected to share performance data, needs, actions, and anticipated outcomes that guide the use of available LCFF funding. • Before the LCAP is presented to the Governing Board the LCAP must be presented to community advisory committees, parent committees including parents of English Learners. • School board must approve LCAP before the District budget can be approved.

Student Achievement • Performance on standardized tests • Score on Academic Performance Index (API) • Share of students that are college & career ready • Share of English Learners that become English proficient • Other Student outcomes • Parental Involvement • Efforts to seek parent input • Promotion of parental participation • Basic Services • Rate of teacher misassignment • Student access to standards-aligned instruction materials • Facilities in good repair • School Climate • Student suspension rates • Student expulsion rates • Other local measures • Student Engagement • Student attendance rates • Chronic absenteeism rates • Middle school dropout rates • High school dropout rates • High school graduation rates • Implementation of Common Core State Standards (CCSS) • Implementation of CCSS for all students, including EL • Other Student Outcomes • Other indicators of student performance in required areas of study. May include performance on other exams. • Course Access • Student access and enrollment in all required areas of study
