Background • To attract new source of investment provided by CDM, developing countries need to develop necessary infrastructure to manage CDM project cycle • Part fulfilment of CoP/MoP institutional requirement for CDM • CDM SUSAC aims to assist Senegal, Uganda and Zambia to establish CDM infrastructure

  3. Institutional Framework (1) • Consideration for • ‘one stop’ CDM shop • “Secretariats”, “Clearing houses” • CDM Sub-committees • requirements on the national legal system • Capacity building at different levels • participation of stakeholders

  4. Institutional Framework (2) • ToRs for the CDM Sub-committee • Approval/registration of CDM projects • Establishing independent criteria for project eligibility • Registration of traders in CERs • Approving rules and guidelines

  5. Institutional Framework (3) • Composition of CDM Sub-committee • varies from country to country • largely comprised ministries (energy, environment, finance,commerce), industry, private sector, chambers of commerce and Industry and academia

  6. Institutional Framework (4) • ToRs of Technical Secretariat (1) • Provide secretarial/ technical services to the CDM sub-committee • Raise awareness and disseminate CDM information • identify and provide capacity building/training requirements for CDM • Identify promising CDM projects

  7. Institutional Framework (5) • ToRs of Technical Secretariat (2) • Provide technical advice and promote projects to outside investors; • Provide technical assistance to project promoters

Institutional Framework (6) • Executing Agency of Technical Secretariat • either be public and/or private sector based • Uganda (public based), Senegal/Zambia (private sector based/NGO) • Institutional framework still evolving • Ideally reinforce public-private-partnership • Research institutes/Academia technically competent for baseline development

  13. Capacity Building Achievements Under CDM SUSAC (1) • Achievements in CDM Sub-Committees • In depth understanding of critical CDM issues (SD, baseline development, validation, monitoring, certification, etc) • Development of criteria for assessment of CDM project eligibility

  14. Capacity Building Achievements Under CDM SUSAC (2) • Achievements for Stakeholders • Awareness on the benefits of CDM projects • Awareness on the CDM critical • Assessment of projects • Development/calculation of baseline

Capacity Building Achievements Under CDM SUSAC (3) • Achievements for the Technical Secretariat • Identification, formulation and design of CDM projects • Development of SD assessment criteria • Baseline development/calculation • Financial/economic technological, environmental assessment with the assistance of appropriate tools and methods. • Identification of projects (initially on renewable energy/energy efficiency)

  16. The Way Forward • So far the institutional framework which has been set up in the three countries is project-based • To meet institutional requirements under the Convention, there is need to take steps in these countries to formalise the CDM sub-committee into designated national authority for CDM
