CENTRALITY OF UNIVERSITY SOCIAL RESPONSIBILITY (USR) IN THE UNIVERSITY STRATEGY 2015 UNIVERSITY STRATEGY 2015 • One of the focal points of the • Closely linked to the commitment to sustainable development, and to the aim of combining social cohesion, competitiveness and sustainability, quality and equity. • Make USR and sustainabilitythe trademarks of the Spanish university system, ensuring its sustainable and socially responsible nature. • Incorporatethe USR into all missions and values of the Spanish university system, as well as into its internal management and external projection • With the full participation and joint responsibility of the Universities and stakeholders.

USR FRAMEWORK • The USR concept in the Spanish university system is set within the framework of the initiatives and declarations of the European Unionand other international organizationsrelating to the commitment to social responsibility and sustainable development. USR FRAMEWORK International Framework in the specific field of education ▪ THE UNITED NATIONS DECADE OF EDUCATION FOR SUSTAINABLE DEVELOPMENT (ESD) 2005-2014 The essential role of education and training in achieving a more sustainable world community Governments are invited to “adopt measures to implement the Decade in their respective educational systems and plans” Encouraging cooperation of stakeholders and the whole of civil society

INTERATIONAL FRAMEWORK OF THE USR International Framework in the specific field of education ▪ INTERNATIONAL CONFERENCES ORGANIZED BY UNESCO SINCE 2005 ▪ PARIS CONFERENCE - 2009: devoted to the contribution of higher education and research for sustainable development ▪ UNESCO’s definition of education for sustainable development “Learning throughout life to acquire values, knowledge and skills which help children, young people and adults find new solutions to social, economic and environmental issues which affect their lives.”

EUROPEAN FRAMEWORK OF THE USR ▪ Sustainable development, one of the main trademarks of the European social model ▪ SUSTAINABLE DEVELOPMENT FOR A BETTER WORLD, EUROPEAN UNION SUSTAINABLE DEVELOPMENT STRATEGY (EU SDS) • GOTHENBURG EUROPEAN COUNCIL (2001) • Seeking to complete and consolidate the Lisbon Strategy The “environmental dimension” and a “positive long-term view” are added • Goal: “that the population may truly feel they are part of sustainable development” • Strategic role of the educational system: - Fostering a sense of individual and collective responsibility - Changing values and behaviour

EUROPEAN FRAMEWORK OF THE USR ▪ REVISED UE SUSTAINABLE DEVELOPMENT STRATEGY (2006) - Confirming the complementary nature of the Strategy and the Lisbon Agenda. - An essential role played by education and training in the knowledge society and sustainable development: • The importance of quality education, at all levels • Focused on sustainable development • Including a sense of “responsible global citizenship”

SPANISH FRAMEWORK OF THE USR ▪ The concept of CSR as an added value in the compliance of legal obligations, the framework of sustainable development • The need for assessment and accountability ▪ Public policies which actively encourage CSR and with transversal implementation from the central administration ▪ The promotion of “agreements, both within the framework of social dialogue and in broader-based processes engaging other social stakeholders and the enactment of rules governing economic activity and the legislative measures which more effectively contribute at all times to encourage the responsible behaviour of economic agents” (VI Workshop of Experts on CSR)

SPANISH FRAMEWORK OF THE USR INITIATIVES FOR THE PROMOTION AND DEVELOPMENT OF CSR: • Information and awareness campaigns among the CSR stakeholders ▪ Promote a vision of economic activity and organization management guided by the principles of sustainable development and SR ▪ Encourage involvement and shared responsibility in SR ▪ Enhance the knowledge, the exchange of experiences and good practices in CSR between companies ▪ Encourage companies to report on CSR practices

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY • With regard to the international and European framework proposals, some of whose major milestones have been identified • Especially in relation to the Spanish initiatives in social responsibility and sustainable development • Goal: To promote a work process which disseminates social responsibility and encourages its full implementation in the Spanish university system.

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY • To progress in the definition of our own, and adjusted to our current context, of social responsibility, as well as its purpose, goals, main contents and future challenges • To promote systems for the design, monitoring, assessment and verifications of social responsibility • To achieve the active involvement of Universities in the consolidation of USR, and the participation of stakeholders, in a context of ongoing dialogue therewith, and on a greater scale, in society as a whole.

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY CONCEPT OF UNIVERSITY SOCIAL RESPONSIBILITY • Complementary to sustainable development (economic development with a social and environmental dimension) • Conceived as an investment, as an added value, and not merely an expense • The centrality of USR and sustainable development to combine innovation and growth with present and future welfare and social cohesion (vs. a separate track conception) • The centrality of USR and sustainable development for excellence and for the quality-equity binomial (vs. a separate track conception) • Supplementary to existing legislation Regulatory plus (vs. legal responsibility)

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY • Aimed at everyone within and outside Universities, and at the same time, with a special emphasis on the training of those involved in the business world • Applied not only within the Universities but also in their external projection and relationship with their surroundings • Under consideration the progressive inclusion of USR in the assessment and quality control systems, as well as in all public university policies, especially including plans aimed at improving the Spanish university system (ICE) • Commitment to the local environment and the national and international communities

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY RECOGNIZING PREVIOUS EVENTS IN THIS FIELD • Previous university commitments Regarding social, environmental, labour or corporate governance issues • Significantly more important in recent years (Gender equality, special care for the disabled or people with special educational needs, commitment to balancing work with personal and family life, development cooperation, the promotion of healthy and sustainable environments, accountability, risk management and occupational health, etc. ) • Accompanied by a growing number of initiatives (Conferences, seminars, graduate training, both ongoing and certificate courses, research, forums)

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY RECOGNIZING PREVIOUS EVENTS IN THIS FIELD • Implemented in some cases using new social responsibility tools Strategic Plans Sustainability and Social Responsibility Reports Joining international initiatives (Global Compact, Principles for Responsible Management Education) Codes of conduct Clauses in public tenders • Establishment of new associations and networks between Universities interested in social responsibility

THE PERSPECTIVE OF THE UNIVERSITY STRATEGY 2015 ON UNIVERSITY SOCIAL RESPONSIBILITY • A concept of dialogue and plurality in the USR, designed to promote maximum involvement of stakeholders Participation by the university community and its various areas and bodies Open to the participation of all stakeholders and social bodies with whom it collaborates, and more broadly, to the entire society. At all stages of USR development, from design and conception to implementation, monitoring, assessment and verification.
