Oregon Described • There are approximately 43,000 kids in each grade with 198 Districts and about 1200 schools. • Oregon contributes about $2 billion per year with about $280 million in federal funds. • Oregon’s assessment is funded by the state and federal funds with a 50-50 split. • It rains. A lot.

  3. Oregon Described • Varied Geography and diverse philosophies • ELL population is increasing • Elementary schools appear to be creating slow and steady academic growth. • High schools appear to be flat • Local Control State

  4. Oregon History • Focus of Assessments shifted in mid 90’s from a district to student level • Assessments were based on multi leveled test developed in Portland Public School District • Formed the basis of Oregon’s vertical scale • Assessments since early 80’s

  5. OAKS • Oregon is a prime contractor and subcontracts out the implementation of the assessment • Oregon employs its educators to write assessment items and to score its on-demand writing assessments

  6. OAKS Online • Pilot for online assessments began in 2001 • Participation in online assessments were voluntary • Students were able to have up to 3 opportunities and teachers received instant feedback • The state uses the highest score among the 3 opportunities for AYP

  7. OAKS Online • Adaptive within Grade Level • Window is open from Mid-October to Mid-May • Supported on Mac, Linux and PC • Maintains approximately 600+ items per grade and content area • Creates *huge* challenges when adopting new content standards • Still produce a paper assessment as well

A district perspective • Oregon supports 3 FTEs embedded in Regional Support Districts as help-desk staff • Districts have to decide how best to use the system • About 60% of students take the test more than once. Last year approximately 40% of students took the test twice and 20% took the test 3 times • Creates a substantial amount of data that need to be validated. Professional development is essential • The logistics of managing computer labs can be substantial
