2. TOUR CRITERIA • Study tour comprised Five Facilities being: • Metropolitan Remand Centre (MRC); • Marngoneet Correctional Centre; • Thomas Embling Forensic Mental Health Hospital; • Dillwynia Womens Correctional Centre; • Alexander Maconochie Centre (AMC). • Visit Correctional Centres that have similar design characteristics to our Project. They also need to be  appropriately located  so that we realise maximum ‘bang for our touring buck’ 1.Indigenous Populations; 2.       Cottage/ Cluster Style Accommodation; 3.       Mental and Forensic Health Facilities; 4.       Low Security/ Transitional style incarceration; 5.       Ability to be naturally ventilated in aggressive hot humidenvironments; 6.       Accommodation for Male/ Female, Low, Medium & High Security, Remand & Sentenced facilities.

3. METROPOLITAN REMAND CENTRE – VIC • Maximum Security Remand Facility near Ravenhall 20km from the CBD - Opened in April 2006 with Custodial Services provided by Corrections Victoria; • Procured under a PPP arrangement constructed by Baulderstone Consortium at a cost of $130m (2002 $) with a 25 yr Concession period; • 650 Male Inmate Pop’ln(665 Dec 2009) - 93 staff per shift (1:7 Immate/Staff Ratio) Daily Custodial Operation 1:3 Immate/Staff Ratio; • Majority of MRC’s 600 inmates are held Remand – some inmates are sentenced and awaiting appeals; (All Remand Facilities nee a certain amount of Sentenced Prisoners to run them e.g. Kitchen, Laundry, Ground Maintenance etc) • Accommodation consists of: 300 Mainstream Units (4 X 75 bed units) 200 beds in Various Combination units – Cottages 100 Bed Protection Unit 13 Bed Management Unit 1 Family Room (Conjugal Rights set up but not carried through with. Currently Not being used) • $32m annual Operating & Maintenance Budget ($27 Labour - $5m Operational split) • Perimeter Security Fence Consisting: Precast Wall and Duraduct – (No Razor Tape) Tautwire; Microphonics; Microwave PTZ & Static Cameras with Intelligent Video Motion Detection (VMD)

METROPOLITAN REMAND CENTRE – VIC • Freedom of Movement Campus & Cottage Style Accommodation – Cells are heated and naturally ventilated NO AIRCONDITIONING (exception of Officers Posts); • No Covered Walkways; • Security generally consists of Extensive use of Card swipes and Under Vehicle Search Scanner (UVSS) Heart Beat Technology in Sally Port; • Central Kitchen & Laundry – meals are plated and issued via Hot Boxes to Cottages; • Facilities outside the Secure Wire consist of: Dog Squad & Bulk Stores Finance & Administration Central Energy Facility – Stand by Power for 100% of facility • ESD initiatives consist of: Shower Timers - retro fitted and subsequently removed. No other cell water timed therefore inmates left basin taps running in protest to force decommissioning. Water Harvesting - Irrigation Solar Panels & Gas fired Water heaters • Low on Fire safety Engineering - Extensive VESDA detection – (unsuccessful) • Poor Construction Methodology (tiltup & masonry) and Bird Roosting Problems AND EXTENSIVE USE OF EXTERNAL APPLIED FINISHES

THOMAS EMBLING MENTAL HEALTH HOSPITAL – VIC • State of the Art Forensic Mental Health Facility adjacent Yarra Valley in Fairfield on 8.4 Hectares - Victorian Institute of Forensic Mental Health (Forensicare) is responsible for the health service; • 116 Male & Female Patient Population spanning ACUTE and CONTINUING Care with a separate Womens unit - 22 Security staff per shift (1:5 Patient/Security Staff Ratio) – 300 Medical Staff on rotation . Operating at 96 % capacity with 60% of TE Patients are Acute patients having been committed for murder; & a high proportion of those have murdered a family member. • Women's Care Unit is first of it’s kind in Aust and providing Acute Psychiatric Care and treatment. Acute Care program directed towards patients from the Criminal Justice system in need of Acute Care treatment • Accommodation consists 7 separate units: Argyle 15 beds Acute Male Illness – High Secure Atherton 15 Beds Acute Male Illness – High Secure Barossa 100 10 Beds Acute Female Illness – High Secure Bass 20 beds Sub Acute Male – High Secure Canning 20 beds Extended Acute Care Daintree 20 beds Rehabilitation & Independent Living Jardine 18 beds Intensive Rehabilitation • Perimeter Security Fence Consisting: Metal Clad Wall and Anti climb head – (No Razor Tape) Courtesy Fence; Infra Red beam Detection; Underground Induction Loop Technology Static Cameras with Intelligent Video Motion Detection (VMD)

8. THOMAS EMBLING MENTAL HEALTH HOSPITAL – VIC • All Buildings are FULLY Air-conditioned – required for Patient Management – All Rooms to have ensuites. Current facility experiences extensive damage due to use of domestic (non robust) materials; • Extensive Clinical Programs Based Facility based on best practice mental health service – full size Gym and pool facilities provided – 3 X Seclusion Suites; • Sally Port Security consists of Under Vehicle Search Scanner (UVSS) Heart Beat Technology and CCTV technology – Gun Safe and Storage provided; • All Patients are admitted thru the Sally Port (particularly when distressed). Visits consist of adults, children & families and enter thru the front Door. Biometric Security Systems preferred; • Nurse Stations and Patient dining areas are too small. Ensure Food Storage & Laundry Storage at each block. Bulk Stores need to be outside the secure Wire; • Provide all Facilities required for Programs based rehabilitation and Family visits such as Prayer rooms, Horticulture, Arts & Crafts, Group Therapy, Wood Work, Vegetable Growing, Loud Music Room, Quiet Rooms, Cooking classes, Family Rooms, Gym & Pool, Bike Riding trails, (exercise aids Schizophrenia) etc; Psychotropic drugs side effect is obesity • Perimeter Security Fence Consisting: Metal Clad Wall and Anti climb head – (No Razor Tape) – OPEN FENCE NOT PREFERRED Courtesy Fence; Infra Red beam Detection & Underground Induction Loop Technology Static Cameras with Intelligent Video Motion Detection (VMD)

THOMAS EMBLING MENTAL HEALTH HOSPITAL – VIC The following Security Issues and Required Changes were noted: • Inconsistency of X-Ray Technology and Metal detection Sensitivity; • Entry processing Area Inadequate and Non functional – BEWARE; • General Ambient Night Lighting inadequate – ensure adequate illumination levels; • Pursuit Road Lighting Imperative – needs to be illuminated for Camera coverage; • ‘Patient leave Data Base’ inadequate – approx 10,000 patient leave passes per year – currently 2 systems • Iris Scan Systems Inadequate – prefer Biometric System; • No Patient Tracking System – consider Radio Frequency Identification (RFID) System; • Duress System and Access Card system NEEDS to be integrated; • All Intercom points MUST have Camera coverage.

MARNGONEET CORRECTIONAL CENTRE – VIC • Medium Security Facility near Lara 70km west of CBD providing Intensive treatment and Offender Management programs - Opened in March 2006 with Custodial Services provided by Corrections Victoria; • Procured under a PPP arrangement constructed by Baulderstone Consortium - 25 yr Concession period; • 312 Male Inmate Population (currently 260) with clinical programs for sex offenders, D&A treatment and violent offender treatment – Special needs (funerals & Kinship)for Indigenous Inmates – population 20 – Koori Centre provided; • Accommodation consists of 3 neighbourhoods (100 in each cluster): 40 Central Building Bed (cell Style) Units - meals supplied 36 (6 X 6 cell) beds - Shared Facilities & self catering 12 (2X 6 cell) beds - Shared Facilities & self catering • Perimeter Security Fence Consisting: Precast Wall and Duraduct – (No Razor Tape) Tautwire; Microphonics; Microwave PTZ & Static Cameras with Intelligent Video Motion Detection (VMD)

MARNGONEET CORRECTIONAL CENTRE – VIC • Freedom of Movement Campus & Cottage Style Accommodation – Cells are heated and naturally ventilated NO AIRCONDITIONING (exception of Officers Posts); • No Covered Walkways; • Security generally consists of Extensive use of Card swipes and Under Vehicle Search Scanner (UVSS) Heart Beat Technology in Sally Port; • Central Kitchen & Laundry – meals are plated and issued via Hot Boxes to Cottages; • Current facility experiences extensive damage due to use of domestic (non robust) materials – Joinery & Cabinetry showing signs of wear and damage; - low cost fixtures such as Monowills Handrails, Timber Stair Treads & Landings, BritexcombiUnits, Domestic type finishes. Inconsistency in Mechanical & electrical fixtures – not conducive for maintenance regimes, Vitreous China Pedestals & Basins (not suffering damage however Pedestal Seats constantly being replaced. • ESD initiatives consist of: Shower Timers - retro fitted and subsequently removed (same reason as MRC) Water Harvesting - Irrigation Solar Panels & Gas fired Water heaters • Low on Fire safety Engineering - Extensive VESDA detection – (unsuccessful) • Poor Construction Methodology (tiltup & masonry) and Bird Roosting Problems AND EXTENSIVE USE OF EXTERNAL APPLIED FINISHES

DILLWYNIA WOMENS CORRECTIONAL FACILITY- NSW • High, Medium & Low (Transitional) Security purpose built Womens Facility providing Offender Management Programs for Women - Opened in 2005 with Custodial Services provided by NSW Corrections; • High Security, Segregation and Protection Facilities – All integrated during Visit times. Women regularly change their Protection classification; • 203 Female Inmate Population - 30 staff per shift (1:7 Immate/Staff Ratio). Accommodation comprises: 40 High Needs; 80 Medium needs; 56 Low needs; 27 Independent Living Units (outside secure wire) • Perimeter Security Fence Consisting: Steel Mesh Fabric Fence – (No Razor Tape) Courtesy Fence; Microphonics; Microwave PTZ & Static Cameras with Intelligent Video Motion Detection (VMD) • Centre has highest Female Rehabilitation based programs of all Women’s Correctional Facilities including highly successful ‘Gloria Jeans’ Coffee Shop with Barista Rehabilitation Programs. • Other training incentives include a Telemarketing Call Centre program, ‘Buy Ups’ Programs supplying 4 NSW prisons and a Retired Greyhound Pets program.

DILLWYNIA WOMANS FACILITY- NSW • Freedom of Movement Campus & Cottage Style Accommodation – Cells are heated and naturally ventilated NO AIRCONDITIONING (exception of Officers Posts and Prisoner Processing) – Walking trails provided; • No Covered Walkways; • Security generally consists of a ‘Locks & Keys’ based Security System across the Facility. Sally Port is undersized for large vehicular access – Muirhead Type observation cells are required in Medical Centre; • Minimal ESD initiatives - any new facility MUST have multiple ESD initiatives and recycle where possible • Low on Fire safety Engineering - Extensive VESDA detection – (unsuccessful) • Poor Construction Methodology - facility experiences extensive damage due to use of domestic (non robust) materials; • Maintenance items include: Trees; Microphonic Conduit Casing (consumed by parrots); Security Systems Generally; Joinery & Cabinetry Toughened Glass constantly being vandalised. • No Mothering Unit or Occasional Care. Insufficient Storage at the Facility

19. ALEXANDER MACONOCHIE CENTRE - ACT • Low, Medium & High Security Remand & Sentenced Facility on the Monaro Highway at Symonston - Opened in September 2008 with Custodial Services provided by ACT Corrections to replace the Belconnen Remand Centre; • Procured under a Traditional arrangement constructed by Bovis Lend Lease at a cost of $131m (2006 $) organised as a Campus style with Cottage Accommodation and developed as the ONLY Human Rights compliant Centre in Australia in accordance with the ACT Human Rights Standards; • Developed as the ONLY Human Rights compliant Centre in Australia in accordance with the ACT Human Rights Standards • 300 Male & Female Inmate Population with a 12 – 20% Indigenous Inmate Population - 37 custodial staff per shift (1:8 Immate/Staff Ratio); • Whilst accommodated separately, Inmates sign an ‘Integration Agreement’ allowing Remand and Sentenced classifications to mix – Protected and Mainstream Prisoners are separated; • Perimeter Security Fence Consisting: Outer Fence and Anti Climb Head – (No Razor Tape) Microphonics; Microwave PTZ & Static Cameras with Intelligent Video Motion Detection (VMD) Energised dividing Fence for Male/ Female Separation • First ever Conjugal Rights Living Unit Currently trialling 3 hour Conjugal Visits

20. ALEXANDER MACONOCHIE CENTRE - ACT The following ‘Lessons Learnt’ Issues and Required Changes were duly noted: • VESDA Detection provided false alarms; • Secure doors are ‘heavy’ in operation; • Improved Central Movement control and a sense of disorientation moving thru the Campus - Long distance for Mustering - Product of Master Planning; • Operational problems with RW Harvesting; • ‘Intercom’ malfunctions; • RFID Prisoner Tracking System is a ‘Dud’ – operational malfunction and programming; • Maintenance issues with Cell Door Locks and door tolerance with temp change; • ‘Cross talk’ issue with Cell Supply/Exhaust ductwork; • More covered outdoor areas;
