  3. DEVELOPMENT OF PHYSICAL INFRASTRUCTURE

SOURCES OF FUNDING At present: • Allocations from the Government Exchequer account • Revenues from water use charges – the Water Trading Account • Off-budget funding (e.g. Lesotho Highland Water Project, Komati Basin Scheme) • Donor funding (minimal) In future: • Objective is to implement the Act’s requirements without substantial increases in Exchequer funding • Revenues from water use charges will fund water management institutions • Off-budget funding for infrastructure wherever possible, but some infrastructure will continue to require Government funding
