Direct Government Support • The government finances the costs of the operating agent (Motiva) of the Finnish energy audit program and gives 40…50 % support for the energy auditing project expenses • 15…20 % subsidies for conventional energy saving investments for companies who have joined the voluntary Energy Conservation Agreements with the Government. • Higher subsidies (20..25 %) has been granted for ESCO investment projects at least until the end of the year 2004 by the government Gennadiy Naumov BENEFIT 2006

Energy Audits in FinlandCoverage • Total 6500 energy audits is granted (at the end of 2005) • Municipal sector: 54% of building volume; 3700 buildings; 62,5 millions cubic meters (1992-2005) • Private services: 28% of building volume; 1600 buildings; 66,8 millions cubic meters (1992-2005) • Industry: 110 TWh consumed energy what is 65-70% of total consumption, where 77 TWh is detailed Energy Audit (1992-2005) • Power plants: 25% of generated electricity (1998-2004) • District heating sources: 70% of delivered heat, where 10% is within Energy Audit Programme (1998-2004) • Note: Estimated lifetime for savings 6 years Gennadiy Naumov BENEFIT 2006

Monitoring and Reporting of Energy Audits • All energy audit results are filed • Buildings divided into 31 types and industry in 8 subsectors • About 31700 proposed energy saving measures filed • Division in 29 categories • Data on each measure: Savings (kWh and EUR) and investments (EUR) • Three phase data collection • After granting the subsidy -> Volume in the pipeline • After submitting of EA reports -> proposed measures and saving potential • Voluntary Agreement Reporting -> Status of implementation • Motiva Oy reports monthly on volumes and annually on results Gennadiy Naumov BENEFIT 2006

Combination of mandatory and voluntary approach • Energy and Environmental Advice (EMA Programme) • Small and Small and Medium-sized enterprises, Governmental and non-profit organisations. Up to 50% of the costs of Audit • Long Term Agreements (LTAs) between Ministry of Economic Affairs and particular business sector regarding efforts to improove energy efficiency. • Energy Performance Advice (EPA) for private homes.
