  2. 2009 – a very challenging year! Steep rise in unemployment • recruited 16,000 extra staff • extended our opening hours • provided more tailored support to jobseekers • worked closely with thousands of employers • maintained our service standards • early signs that the worst is over Extra support in 2010

Customer flows on Jobseeker’s Allowance • Around 50% of all jobseekers flow off benefit within 13 wks… • …at week 26 around 75% of jobseekers will have flowed- off • …and we expect around 90% to leave by week 52, • leaving around 10% of the most disadvantaged to receive specialist provider support, • …but young people tend to find it tougher

Increased support for young people • From the start of their claim we will be able to offer young people: • an additional hour of flexible Adviser support in the first 13 weeks • additional flexible Adviser Review(s) of up to 30 minutes • Work Trials – for disadvantaged young people • access to a mentor • short work experience placements • skills referral Extra support in 2010

Increased support for young people • From 13 weeks we will give customers: • a 30 minute 13 week/initial stage 2 review • weekly jobsearch reviews • two further 30 minute adviser interviews • And offer them: • access to intensive Self Employment Advice and the Self Employment Credit* Extra support in 2010

Increased support for young people • From 26 weeks we will: • Guarantee all 18-24 year olds claiming Jobseeker’s Allowance the offer of a job, training or work experience before they reach 10 months on JSA via: • unsubsidised or subsidised jobs • help in setting up their own business • work-focused training • internships • community work experience • This will be delivered with intensive Adviser support, which may be supplemented by employer mentors. Increased support for young people Routes into Work • Help for young people to get a permanent job in a key employment sector in one of the following sectors: Retail, Hospitality, Leisure, Travel & Tourism, Adult Social Care, Facilities management , Security, Health, Contact Centre, Food and Drink Manufacturing, Energy and Utility, Manufacturing, Construction, Logistics, Agriculture and Creative and Cultural • Sector-specific pre-employment training available if required • £1,000 recruitment subsidy for employers (120,000 available) Extra support in 2010

Increased support for young people Work-focused training Scotland • Scotland will deliver Work Focused Training in FND phase 1 districts via Skills Development Scotland Training for Work providers. • From August 2010 the intention is that WFT will be delivered solely by colleges and the Scottish Government will work with colleges to ensure this provision is in place for the introduction of FND phase 2 Extra support in 2010

Increased support for young people Future Jobs Fund • Future Jobs Fund – 170,000 jobs lasting at least 6 months • 120,000 for 18-24s on JSA for 6-10 months • 50,000 for other jobseekers in the UK’s most disadvantaged wards • First jobs started October 2009 – all start by March 2011. • All referrals to be made by Jobcentre Plus Advisers • All jobs to benefit the individual and the local community • All to pay at least the national minimum wage • Wide range of jobs on offer across the country Extra support in 2010

Increased support for young people Community task force • Will offer work experience placements of benefit to the community, designed to enhance the employability and work related skills of participants • Should be flexible and tailored to customer circumstances where possible • 25 hours a week placement, plus five hours a week supplementary jobsearch activity • Delivered through contractors • UK Government has committed to nationwide availability Extra support in 2010

Access To Work • Budget to be doubled over next 5 years • Consultation on future flexibilities, for example: • New guidance on support for job coaches, predominantly aimed at customers with learning disabilities, enabling support for longer periods and at different points as person settles into new job • Tie-in with Work Choice Extra support in 2010
