Deliberative referemdum* Configuration of KhNPP Control Area *according to the Law of Ukraine «About Decision-Making about Location, Designing, Construction of State Significant Nuclear Installations and Facilities Intended for Radioactive Wastes Treatment» 7 districts: Khmelnitky Region: Slavuta, Iziaslav, Bilohiria, Shepetivka Rivne Region: Ostroh, Hoscha, Zdolbuniv

Scope Statement: Project of organization and support of deliberative referendum on new power units construction comprise activities, which result in support of Khmelnitsky-3 and Khmelnitsky-4 construction by the majority of population in control area. Project Goal: • Ensure positive decision in deliberative referendum on Kh-3 and Kh-4 construction in control area in the fourth quarter of 2009. • Develop and work through mechanisms of organization and support of deliberative referendum on construction of a nuclear facility. Products: • Report for KhNPP top management. • Model of a project on organization and support of a deliberative referendum on a nuclear facility construction.

Target Group Analysis • Target group: • residents of control area districts, adults, citizens, entitled to vote. • Results of public opinion poll: • 40,8% support construction; • 26,7% consider construction unnecessary; • 32,5% are uncertain. • Reasons of Kh-3/Kh-4 construction denial: • negative influence on environment; • negative influence on health; • lack of necessity in construction; • life danger (9.5% - ‘post-chernobyl syndome’).

  7. Project Strategy Scope: • Project documentation should be developed in 2nd quarter. • All preparatory activities should be fulfilled before public consultations in 3rd quarter; • Public hearings and deliberative referendum should be held; report and model of the project should be prepared in 4th quarter. • 4 aspects: • Scope; • Quality; • Resources; • Time.
