  5. BCT Support Concept • ‘…purposefully austere to increase force mobility.’ • ‘Split basing is employed whenever possible to reduce footprint…’ • ‘The BCT will also exploit regionally available assets … including joint, multinational, and contracted support resources.’ [Source: Organizational and Operational Concept and Operational Requirements Document]

  6. Soldier System Integration • OBJECTIVE: To assure that soldier system integration considerations are addressed adequately in the IAV acquisition (non-developmental item) so that IAVs can be operated and maintained efficiently and effectively • DESIRED DECISION: IAV source selection(s) best value represents acceptable baseline soldier system integration characteristics. • APPROACH: DoD human system integration (HSI) requirements are addressed by the Army’s MANPRINT program and are assessed in MSII documentation. Areas that have been identified that require further analysis and/or resolution include: • Will sufficient officer and enlisted manpower (spaces) and personnel (MOS’s) be available to fill operational, support, and leadership positions for the IAV / BCT structure? • Will there be a degradation in IAV crew or dismounted squad performance due to motion sickness, heat stress or insufficient ventilation? • Will IAV crew performance be degraded due to the location and usability of the FBCB2 C4ISR systems? • Will the planned top armor be sufficient to meet the expected top attack anti-armor threats, particularly given the expected doctrinal employment of IAV in built up areas? • PATH FORWARD: Incorporate these considerations into the updated MANPRINT plan as part of IAV contract(s) execution.

  7. Brigade Combat TeamIAV Commonality - More Than Parts • Between IAV Platforms Allows Common [ORD p8 and RFP Table L/M (chart 28) and attachment 14] • Mission Functionality • Operator Positions and Tasks • Crew Positions and Tasks • Line Replaceable Units and Parts • Maintenance Tasks • Maintenance Skills • Tools and TMDE • And With • Established Supply and Maintenance Infrastructure • Within the BCT/Limited Conversion Force XXI Div/LID/DoD • Results In Reduced • Logistics Footprint • Training Burden

  8. Crucial Lessons Learned • Manpower/Personnel/Training are KEY! • Need 21st Century Organization and Thinking • No Stovepipes (TRADOC, AMC, PM, Industry) • Functional Distinctions Are Changing • EC/EDI is Like a Saw--Cuts Both Ways • Enormity Of Program • Keeping it Simple is Very Difficult • Payoff is in Execution • Contract Isn’t the Program • The Media • OSD Involvement/Coordination • Principles of War Apply--Deskbook and Clausewitz
