  1. Auto Provision of Public Library Membership to all Singaporeans

  2. Background • The Singapore population (Citizens only) size now stands at 3.2 million • NLB has a working arrangement with our Ministry of Home Affairs to download citizens’ particulars into our database to facilitate library membership registration and validation of particulars • A recent revision to a national Data Privacy policy now does not allow NLB to maintain particulars of non-members in our library management system. • This has posed serious operational constraints especially in the administration of our self-service library membership registration process, potential increase in operating costs as well as an adverse impact on customer service delivery in terms of convenience and accessibility. • The NLB Board and Senior Management are keen to explore the legislation of the auto provision of public & national library services to Singapore Citizens.

  3. Request for Information On behalf of NLB, we would like to seek inputs from members of Metlib of IFLA if such a legislation is provided in your respective countries.
