All single-family residences, duplexes, triplexes, and quadplexes that have been issued a Certificate of Occupancy, including Individually owned mobile home lots, and Modular homes, RVs, or trailers that have residential permanent license tags. 6. Reasons to Establish an MSBU Reduced Costs Reduced Truck Traffic Improved Service Improved Community Aesthetics

    7. Reduced Costs Economy of Scale Reduced Costs to Contractor Reduced Billing Costs No Delinquent Accounts

    8. Reduced Truck Traffic Multiple Contractors Means Multiple Trucks One Contractor Means One Truck Regular Schedule

    9. Improved Service Collection of Brush Collection of Bulky Items Consistent Service Single Contact Number Contractor Monitored by Pinellas County

    10. Improved Appearance of the Community Reduced Number of Days Cans Are at Curbside Less Piles of Brush or Bulky Wastes Less Junk in Yards Less Litter

    11. Five Steps to Franchising Collection Obtain Community Support Define the Service Area Comply with Unfair Competition Act Establish the MSBU Contract & Implement Service

    12. Obtain Community Support Most difficult part of process Must be a citizen initiative Signed petition is the recommended method Utilize public meetings, HOA meetings, church groups, etc. Support is available by contacting Solid Waste at (727) 464-7500 or your local County Connections Center

    13. Define the Service Area Establish Boundaries Needs to be of sufficient size to provide an economy of scale Needs to be compact

    14. Comply with Unfair Competition Act Conduct a public hearing Provide 45 days advance notice of hearing to commercial haulers Provide notice to the public Provide 3 years notice to current haulers or pay them 15 months gross receipts

    15. Establish the MSBU Advertise and hold public hearing to create the MSBU The MSBU is the entity through which the County will collect the assessments and contract the service provider

    16. Contract & Implement Service County staff will prepare and issue bid documents Award bid and establish assessment fee Implement initial assessment Implement service

    17. Other Considerations Implementation of waste collection service cannot start until compliance with the provisions of the Unfair Competition Act.

    18. Other Considerations The actual amount of the assessment cannot be determined until receipt of the bids and award of the contract for collection services.

    19. Other Considerations The MSBU assessment is paid in arrears. This means that for the benefit received during any calendar, the assessment will appear on the tax bill that comes out in November of that year.

    20. Other Considerations There will be an initial assessment the year before collection service begins. This assessment pays for all expenses incurred to date, creates working capital for the district, and offsets future costs to the district.

    21. Other Considerations Collection of the assessment will be by the Uniform Method of Collection along with ad valorem taxes. Discounts are available for early payment. The assessment constitutes a lien on the property and failure to pay the assessment can ultimately lead to the sale of the property just like ad valorem taxes.

    22. Other Considerations The cost of the assessment is not just for garbage collection. It includes the benefits discussed earlier, such as reduced truck traffic and enhanced community aesthetics.
