California Aviation System Plan:System Requirements Element 2007 Update • Regional approach to system planning • Minimum requirements defined by Division of Aeronautics airport system planning functional classifications • Goal: biennial update of the System Requirements Element • Like the Capital Improvement Program (CIP), the System Requirements Element is a fiscally unconstrained plan. • The SRE reflects how the current status compares to the functional classification standard to optimize airport capacity and safety. What’s New? • Changes from the 2003 CASP System Requirements Element: • Layout: by Caltrans Districts instead of CASP planning regions • Tables: Expanded to include Very Light Jets (VLJs) accessibility and Runway Safety Areas (RSAs) deficiencies • Includes information on RSAs • FAA AC 150/5300-13 Chg. 3, 304, p. 21 • Reflects minimum runway length requirements by airport design category, geographic orientation and elevation • FAA AC 150/5325-4B, July 1, 2005 • Update information per airport since 2003 SRE • FAA NextGen section added • Very Light Jets section added (<12,500 lbs.) Tentative Timeline • By October 2007 the System Requirements Element will be shared electronically with all public use airport sponsors, and selected aviation organizations for review and comments. • Submit the final draft to California Transportation Commission (CTC), Technical Advisory Committee on Aviation (TACA) by December 2007 • Submit the final draft to CTC by January 2008 • Mail copies to airport sponsors, Regional Transportation Planning Agencies, Metropolitan Transportation Organizations, following adoption by the CTC.
