FPS History • FPS traces its roots back to 1789 when six night watchmen were charged to protect federal facilities. • FPS was formally established by the General Services Administration (GSA) in 1971. • FPS transferred from GSA to DHS -ICE March 1, 2003. • FPS transitioned from ICE to NPPD October 28, 2009. 2

  10. FPS Locations FPS is organized into 11 regional offices nationwide with its headquarters located in Washington, DC. Regional offices are based in the following cities: 1. Boston 7. Dallas/Ft.   12. FPS is funded on a fully reimbursable basis through the collection of monies in three different ways: Security fees charged as part of the rent paid to GSA. For FY10, this rate is set at $0.66 per square foot and funds FPS’ main responsibilities. Facility-specific charges for countermeasures utilized in Federal facilities. These costs are paid by tenants directly to FPS. Tenant-specific charges for countermeasures utilized specific to a single tenant in a multi-tenant facility. These charges are paid by the tenant directly to FPS. FPS Funding
