An ounce of prevention… • NRCS requires mandatory preconstruction conferences on all cost-shared facilities for: • Mortality Management • Waste Storage Structure • Waste Transfer (pipelines) • Items covered include: • Compaction effort required for liner • Photographic documentation • Intermediate inspections • Discovery of unknown site conditions • If using a TSP, the TSP must set this up • NRCS requires mandatory return of J.U.L.I.E. dig number where known utilities exist before NRCS will come to site during construction.

An ounce of prevention… • Cost-share on modifications during the contract may not be possible under EQIP without prior approval! • Roofed structures required independent certification before construction • Items that come up during construction that require changes: • Unknown site conditions • Requests to vary steel placement, material types, etc. • Location of lines, transfer devices, etc. • If the change will result in: • Project still meets NRCS standards & specs • Cost increases (if any) can be dealt with in cost-share contracts • Project still meets permit requirements (may require review by IDOA) …then most changes can be approved after review.

Items that are beyond “changes during construction”: • Changing of components, their duration of storage, their location, depth, or cross section – these would require redesign & resubmittal • Example: “I had a below-ground tank but now want a holding pond.” • Example: “I want to move the holding pond over here.” • Changes to the number of animal units using the facility

To help avoid changes during construction… • Have everything ready for the preconstruction conference • Actively supervise the contractor & call NRCS prior to any changes • Notify NRCS immediately of changed site conditions • Don’t allow contractor to talk you into changes to the plans without consulting NRCS • Give NRCS field office employees notice if you will need them at the site • Give NRCS notice of final checkout since this may require approval outside the field office’s approval levels
