Agenda Item 1.6 • World Radiocommunication Conference 2007Agenda Item 1.6 • To consider additional allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz and 6 GHz, in accordance with Resolution 414 (WRC‑03) and … • Studies assigned to ITU-R Working Party 8B • Latest WP8B (September 4-13, 2006) meeting has resulted in text for the Conference Preparatory Manual (CPM) on AI1.6

Results of studies • Two distinct categories of AM(R)S spectrum are required. • The first – for surface applications at airports – is distinguished by a high data throughput, however only moderate transmission distances and it is expected that a single resource can be shared at multiple geographic locations. • The second category, like the current Very High Frequency (VHF) AM(R)S, will require longer propagation distances (e.g. out to radio line-of-sight), moderate bandwidth, and a number of distinct channels to allow for sector-to-sector assignments. • Initial estimates of potential spectrum requirements have been determined taking into account evolving aeronautical applications, and integration of a new system on an aircraft. The estimates are: • approximately 60-100 MHz for surface applications at airports, and • approximately 60 MHz for radio line-of-sight applications.

Bands proposed • portions of the band 108-117.975 MHz • 112 or 116 to 117.975 MHz • all or portions of the band 960-1164 MHz • 960 to 1024 or 1164 MHz • all or portions of bands in the 5 000-5 150 MHz frequency. • 5000-5010 MHz, 5010-5030 MHz and/or 5030 or 5091 to 5150 MHz • No single band will accommodate all of the identified AM(R)S requirements • allocations will be required for multiple bands in order to fully satisfy the Agenda Item.

Aeronautical Security System • Consistent with consideringsd), f) and g) of Resolution 414 (WRC-03), the 5 091‑5 150 MHz band is also being considered to support new aviation security requirements. • Aeronautical security transmissions ensure confidential and secure communications between aircraft and ground, principally during unlawful disruption, hijacking or subversion of flight. • Security requirements could include video and voice monitoring and download of security data. • Requires a complementary aeronautical mobile service (AMS) allocation to that band.

Status • WP8B agreed on CPM text addressing all of the bands • Disagreements on band edges addressed as separate methods • Aeronautical Security system is its own method • Seems to be general agreement on getting allocations in XX-117.975 MHz; 960-YY MHz and ZZ-5150 MHz. • 5000-5010 MHz and 5010-5030 MHz have less agreement due to potential impact on proposed radionavigation satellite service (RNSS) for those bands.

  7. Next Steps • Aviation needs to continue to work within their administrations to support AI1.6 bands • Use ACP WGF to “spread the word” • Need special emphasis on 5000-5010 and 5010-5030 MHz bands • Wider distribution of study results – indicates feasibility of compatibility • Emphasis that non-compatibility cannot be shown since neither system has been fully defined.
