  2. Public Health is … • The mission of public health is to "fulfill society's interest in assuring conditions in which people can be healthy." (IOM,, Committee for the Study of the Future of Public Health, Division of Health Care Services. 1988.)

  3. Three Core Public Health Functions • Assessment and monitoring of the health of communities and populations at risk to identify health problems and priorities;

  4. Three Core Public Health Functions • Formulating public policies, in collaboration with community and government leaders, designed to solve identified local and national health problems and priorities;

  5. Three Core Public Health Functions • Assuring that all populations have access to appropriate and cost-effective care, including health promotion and disease prevention services, and evaluation of the effectiveness of that care.

History of Public Health in Ohio • 1834: Cincinnati and Columbus formally established boards of health. • 1852: Any Ohio city permitted to establish a board of health and city councils allowed to formulate regulations. • 1875: Township trustees given limited authority to prevent spread of small pox through quarantine.

History of Public Health in Ohio • 1886: State Board of Health organized. • 1893: All municipalities required to establish a board of health. • 1919: Hughes Act and Griswold Amendment creates city and general health districts with varying restrictions on fulltime and part-time personnel including health commissioners and nurses.

  14. Wayne County Combined General Health District Governance: • Board of Health is appointed/Confirmed by District Advisory Council. This body is composed of president of the board of county commissioners, the chief executive of each municipal corporation not constituting a city health district, and the president of the board of township trustees of each townshipand others as specified by contracts with participating cities.

Wayne County Combined General Health District Governance: Board of Health Appointments: • 5 members representing the county unincorporated areas and villages/cities with populations of less than 5000 • 2 members represent City of Wooster • 1 member represents City of Rittman • 1 member represents City of Orrville • 1 member Health District Licensing Council • 1 physician

Wayne County Combined General Health District Organization: Three functional Service Delivery Areas: 1) Patient Care Services (Includes WIC) • Environmental Health Services • Administrative (Vital Statistics) Each Service Area has a Regulatory (Rules Enforcement), Data Reporting, and Direct Service Component.
