  1. Aviation and Air Traffic Management:Near and Far Hank Krakowski Chief Operating Officer Air Traffic Organization

  2. Back to the Future!

  3. Airspace System Since the 1950’s Hard Wired, Hard Bounded, Inflexible, Not Scalable

  4. Next Generation Air Transportation System (NextGen) Flexible, Scalable, Full Use of Technology

  5. The NextGen Vision “Vision” • Done in 2025 • Self-separating airspace • Automated ATC – “no-human hands” • Self-organizing aircraft – full flight deck ATC • It is everything, everywhere for and to everyone • Outcomes ( Original assumptions) • Reduce delays, while • Allowing up to 3x greater capacity, while • Reducing the environmental footprint

  6. NextGen Funding has Begun

  7. NextGen Capability is Being Deployed: ADS-B

  8. Ultra-long Haul (> 6500 nm) need NextGen Efficiencies NextGen is not just airlines

  9. NextGen Need is not Airline Centric Very Light Jets Unmanned Aircraft Sophisticated Light Aircraft Commercial Space Tourism All deserve maximum access

  10. We have a published Implementation Plan Industry asking for near-term focus Storm clouds remain

  11. Air Traffic Operations: 2001 - 2018 Funding Concerns Actual Operations Forecasted Operations

  12. Slow Recovery? Oil Volatility New Security Concerns

  13. NextGen Task Force Created to maximize near-term user benefit. Use Existing Equipage Recommendations include: Accelerate RNAV / RNP procedures Optimize airspace Surface information sharing and management Dynamic access to Special Use Airspace New standards for closely-spaced parallel runway operations

  14. Example - Parallel approaches San Francisco Airport

  15. Focus on High Priority Areas Connecting corridor Key metropolitan area Likely Approach

  16. Fact: Mixed equipage will exist for a long time This is a global issue

  17. International Issues SESAR - JU NextGen

  18. Near and Far-term Priorities Continue to build towards the overall NextGen vision Work the Task Force needs building NextGen foundational capabilities Plan for extended mixed equipage environment

  19. Implementation Realities “Vision” NextGen is done in 2025 NextGen is self-separating airspace NextGen is automated ATC – “no-human hands” NextGen is self-organizing aircraft – full flight deck ATC NextGen is everything, everywhere for and to everyone • Reality • Additional performance and equipage where required • Automation supported decisions • The aircraft used to the maximum, where required • Continue to evolve full NextGen ( new issues! )

  20. Managing the transparency of a data-rich environment Cyber-security and network vulnerabilities

  21. Political Need Political support is critical to success Industry consensus will assure best outcome Environmental and business cases must be sound Durable funding – these are long-term investments

  22. People Human – Automation interface Automation Con-Ops for pilot / controller engagement Manual reversion?

  23. People Highly unionized workforce Worker displacement and work scope changes Government or Industry? This is not just an FAA upgrade

  24. Consensus – Prioritization - Investment - Commitment Government FAA DOT DOD DHS NASA Congress Administration Industry Manufactures Airlines ATA NBAA R&D International ICAO IATAEU – SESAR States Stakeholders AOPA Airports Communities People Employees Unions Pilots Controllers

  25. Hard work ahead - all must be aligned Technology Policy Certification & Con Ops People

  26. A valued partnership!
