Quienes construyeron: • Población base con la que trabajan las Afiliadas de la AIPE (productores agropecuarios y población indígena originaria campesina y urbana hombres y mujeres). • Líderes y lideresas, indígena originario campesinos, que son formados por el Programa NINA. • Líderes y lideresas, indígena originario campesinos, que son parte de la CIOEC, AOPEB y mujeres del CIDOB y mamatallas del CONAMAQ. • Momentos: • Construcción del Informe sobre el DHAA • Construcción de PropuestasNormativas • Sistematización de información • Validación de Documentos • Elaboración de un plan de incidencia • Publicación de documentos • Acompañamiento a la implementación del plan de incidencia
