  2. RCA PSA Defined • A paper label with an adhesive that can be substantially removed during paper recycling by screening or other conventional paper recycling processing operations. Furthermore, recycling the label cannot cause any processing problems such as plugging screens, valve sticking, adhesive build-up in closed loop systems or effluent problems. February 2007

Background History • United States Department of Energy (DOE) initiates Energy Policy Act of 1992 to increase paper and wood recycling to reduce tree consumption • Paper recycling mills experience EPA contamination problems with “stickies” that add high costs to the process • DOE and Forest Products Industry draft Agenda 2020 that implements a plan calling for the development of RCA’s for label products • United States Postal Service (USPS) takes pro-active position that leads to an established qualification process in 1995 for an EBA ( RCA ). February 2007

Background History ( Con’t) • April 2000 ; Executive Order “EO 13148” Section 702 introduced that mandates the use of EBA’s by government agencies • EO 13148 requires government compliance by the end of 2005. An Initiative to Promote Environmentally Benign Adhesives (IPEBA) was formed in 2003, along with support from TLMI, that identifies approved EBA’s for the government. • June 2004 ; TLMI directly linked to Office of the Federal Environmental Executive (OFEE) to provide a list of all approved EBA label products. • OFEE dedicated to provide awareness of approved EBA (RCA) label products to government personnel who purchase office supplies February 2007

RCA Label Products Today • Pressure sensitive label product approval driven by the approved RCA used on label • TLMI lists approved RCA label products on their web site at : www.tlmi.com • Expanded availability of approved RCA label products and growing sources of supply from label converters will provide large growth to the RCA label market February 2007
