  2. Support to agriculture and rural development: why important? • Agriculture and food security = globalpriority of the EU development policy. EU = world's largest donor in supporting agricultural development. • Agriculturein the EaP region: significant sector, large rural population, high proportion of agricultural lands. • But many challenges: poor productivity, small/fragmented lands, low competiveness, lack of investment, limited growth potential. • Economic and social development among main objectives of EaP. • Priority sector for EU cooperation with most EaP countries in 2014-2017 period.

  3. Priority sectors + complementary support: for implementation of agreements and civil society

Support to agriculture/rural development: how? • Sector reform programmes on agriculture, rural and regional development (e.g. European Neighbourhood Programme for Agriculture and Rural Development, ENPARD) • Support to institutions linked to agriculture and trade of agricultural products in the context of DCFTA (technical assistance, twinning, TAIEX); can be embedded in sector reform programmes or complementary support • Neighbourhood Investment Facility (e.g. Wine sector upgrading project in Moldova)

  5. Example: ENPARD Georgia What?ENPARD = European Neighbourhood Programme for Agriculture and Rural Development, 5-year programme, €52 million Why? Supportbusiness cooperatives between small farmers as a model to improve production and access to markets What results? • Cooperation among farmers growing: 300 cooperatives established with 2000 members, 200 received business training, 35 cooperatives received ENPARD grants • Better access to expertise: eg, Ministry of Agriculture established 52 agriculture info centres • Public institutions deliver better agriculture services: agriculture strategy updated, census, training for staff, studies, ….

  6. Example: ESRA Moldova What?ESRA = Economic stimulation of rural areas programme, €72 million,6-year programme Why? Supportsmall business development and creating new job opportunities in rural areas What results? • Rural business get more access to finance: over 3000 grants and 200 loans, helping create more than 10000 jobs • Business incubators help develop new ideas: 8 business incubators opened • Entrepreneurship part of labor policies: legislation adjusted, entrepreneurship curriculum at schools, training for administration staff,
