  2. Travellers as a group • Irish/British asphalters and bricklayers • Not to be confused with Roma – but display similar characteristics • Speak their own language – Shelta • Travel in large groups often including children • Live in caravans and campsites • Low literacy rate

  3. Travellers – activity • Offer asphalting and bricklaying services to private persons • Marketing their services directly or through flyers • Requires up front payment • Generally performs substandard work or does not complete as agreed • May use threats to get payed more than was agreed

  4. Travellers – criminal activity • Cases of trafficking documented and convicted in Norway • Violence predominantly within the group • Theft • Tax evasion • Traffic infringements

  5. Travellers – streamlining their business idea • Travel to and work where the profit is high • Like all travelling people they adapt to the society in which they operate • Establishing businesses to appear legitimate • Establishing addresses to appear legitimate • Newer vehicles • Use workers from EU accession countries and asylum seekers

Travellers – preventative measures • Public service have to organise a common effort; • Taxaxtion office • Police • Labour inspectorate • Police • Immigration Directorate Make Norway an economically unattractive country to the travellers. Force them to operate legitimately or find work elsewhere.
